Payroll Specialist
ECF Engineering Consultants is a full-service engineering firm specializing in providing technical solutions to the Energy Markets and to public and private sectors. The Payroll Specialist is responsible for all payroll-related duties, including processing payroll, administering the 401(k) program, and ensuring compliance with payroll laws and regulations.

Responsibilities
Process regular (bi-weekly) and off-cycle payroll
Verify through VantagePoint employees’ hours worked and ensure accuracy in ADP
Calculating pay raises, bonuses, and overtime compensation
Performs withholdings such as garnishments, voluntary contributions to benefits, and taxes
Confirm approval of overtime and PTO
Review timesheets and expenses, ensuring accuracy and adherence to guidelines and procedures
Apply all withholdings for federal, state, and local taxes, retirement contributions, benefits, and garnishments
Coordinate with appropriate corporate partners pertaining to W-2’s and other payroll tax documents
Resolve issues with timesheets, hours reported, charged time, pay slips, PTO balance, and other payroll matters
Assist employees with changes in ADP (beneficiary, address, direct deposit, etc.) when needed
Manage the organizations 401(k) program
Oversee and assist with Workers Compensation claims
Conduct monthly and annual audits as it relates to payroll, 401(k), and workers' compensation, benefit reconciliation
Work closely with auditors, providing them with the requested information and records
Assist with creating and running reports for HR and executive leadership
Track utilization rates (percentages) and payroll indicators for each department
Manage state (multi) registrations in ADP for remote employees whose primary work is outside of Florida
Input data into payroll system as needed
Maintain accurate employee payroll records, pay history, tax documents, and time and attendance data
Ensure adherence to all federal, state (multi), and local payroll laws and regulations
Work with HR to onboard new employees, update benefit enrollments, and manage changes
Performs other related duties as assigned
Assist, as needed, the Controller with accounting tasks
Qualification
Required
Bachelor's degree in business administration, accounting, finance, or a directly related field. An equivalent combination of education, training, and experience that demonstrates the required knowledge, skills, and abilities may be considered
A minimum of two years of professional experience in payroll management, accounting, and timekeeping
A comprehensive understanding of human resources and labor laws and regulations
Proficient understanding of payroll software, specifically ADP
Knowledge of payroll laws, tax codes and regulations, and accounting principles
Excellent verbal and written communication skills
Strong customer service skills
Proficiency in verifying information for accuracy and completeness, as well as identifying and rectifying errors
Possessing strong research and analytical skills
Attention to detail combined with strong numerical skills
