Responsibilities

Provide counsel and advise management on complex employee and labor relations matters including contract administration, grievance resolution, performance management, workplace investigations, disciplinary actions, and consistent policy application
Serves as liaison between department leaders and union representatives to support positive and collaborative labor-management relationships
Along with others, participates in the negotiation of bargaining unit agreements
Lead and support HR Generalists in the delivery of recruitment, hiring, onboarding and workforce planning activities
Develop and implement sourcing strategies to ensure efficient hiring of qualified candidates
Establish consistent recruiting procedures that reduce organization exposure to risk and support a cohesive, positive employee experience
Research, develop, implement, and evaluate HR policies, procedures, and practices
Ensure consistent application of policies and compliance with employment laws
Conduct or support internal investigations and represent the organization at hearings when necessary
Participate in the Policy Review Team to support the evaluation of organizational policies
Assist with departmental planning and budgeting
Provide HR-related reports, data analysis, and insights

Required

Bachelor's degree in related field
Minimum five (5) years of experience in Human Resources or leading an equivalent functional area
Demonstrated experience managing full-cycle recruitment processes, including sourcing, interviewing, election, and onboarding across divers role types
Proven experience managing complex employee relations matters, including investigations, coaching, conflict resolution, and policy interpretation
Experience leading a team, including providing direction, setting expectations, and driving performance outcomes
Experience working with employees at all levels in an organization
Excellent verbal and written communication skills
Excellent interpersonal and negotiation skills
Excellent organizational skills and attention to detail
Excellent time management skills with a proven ability to meet deadlines
Strong analytical and critical thinking skills

Preferred

Experience with union relations including participation in collective bargaining, contract administration, and maintaining effective labor-management relations
HR Certification (SHRM-CP, SHRM-SCP, PHR, SPHR)
MBA
