Director of Professional Standards
The North Dakota Department of Corrections and Rehabilitation (DOCR) is transforming lives and ensuring public safety. The Director of Professional Standards is a senior-level role that leads employee investigations and promotes professional standards to enhance workplace culture and organizational effectiveness.
Responsibilities
Lead and conduct complex employee investigations involving allegations of misconduct, policy violations, workplace conflict, and other sensitive employment matters
Plan and execute investigations by gathering evidence, conducting interviews, analyzing findings, and preparing clear, well-supported reports
Ensure investigations are timely, consistent, and aligned with applicable laws, policies, and professional standards
Partner with Human Resources leadership throughout the investigative process and recommend corrective or preventive actions
Analyze investigative outcomes across the department through a public safety and community impact lens to identify trends, systemic risks, and root causes impacting employees, facility operations, and resident safety
Develop data collection methodologies; analyze outcomes; generate quarterly reports; and collaborate with executive leadership to implement department-wide improvements aligned with DOCR’s mission and vision
Develop leadership-level insights that inform policy changes, training strategies, and risk mitigation efforts
Translate investigative findings into practical, preventive recommendations related to supervision, training, policy, and workplace systems, and assess effectiveness over time
Serve as a trusted professional standards and employee relations partner to leaders across the department
Provide guidance on corrective action, performance management, and conflict resolution informed by investigative findings and organizational context
Contribute to policy development, training initiatives, and leadership support related to employee relations, professional conduct, and workplace standards
Serve as a liaison with external investigative, law enforcement, and correctional partners as appropriate
Qualification
Required
Bachelor's degree in behavioral science, human resources, public administration, criminal justice, or a related field
Six (6) years of progressively responsible professional experience in one or more of the following areas: Internal administrative or correctional facility investigations, Human resources, compliance, internal affairs, or workplace misconduct investigations, Collecting, analyzing, and reporting data to inform policy or operational decisions, Correctional, public safety, or law enforcement roles involving staff supervision or operational leadership
Valid driver's license required
Preferred
Experience working within DOCR or a similar correctional, public safety, or government organization
Experience conducting employee relations or administrative investigations in complex or highly regulated environments
Experience analyzing investigative data or trends to support organizational improvement or risk reduction
Strong interviewing, analytical, and professional report-writing skills
Professional judgment, discretion, and the ability to navigate sensitive situations
Collaborative approach with the ability to influence change through data and relationships
