Contracts Specialist II - Water Services Procurement

Responsibilities

Perform advanced-level procurement activities for goods and services
Developing and issuing solicitations

Administering complex agreements that require thorough market research and detailed spend/cost analysis
Driving strategic sourcing initiatives
Identifying cost-saving opportunities through effective procurement practices
Supervise Contracts Specialist I staff or other employees involved in contract procurement and administration

Required

Three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation
Bachelor's degree in public or business administration or a related field
Other combinations of experience and education that meet the minimum requirements may be substituted
All finalists for positions are subject to a criminal background check applicable to the department or position

Preferred

Professional certification (e.g., NIGP, ISM, NCMA) or progress toward certification
Experience in/with managing solicitations, bids, and complex contracts from initiation through award and administration
Experience in/with contract writing, negotiation, and procurement best practices, including cost-saving strategies
Experience in/with interpreting and applying local, state, and federal procurement regulations
Experience in/with developing scopes of work/specifications and reviewing for accuracy and completeness
Experience in/with drafting and editing professional correspondence and contract documents
Experience in/with analyzing reports and preparing performance-related documentation
Experience in/with project management and private industry procurement
