The State of Tennessee is looking for a Training Officer 2 to enhance employee development within the Department of Safety and Homeland Security. This role involves facilitating training sessions, developing instructional materials, and collaborating with colleagues to meet agency goals.

Responsibilities

Facilitates agency-specific training through various delivery methods to enhance employee and vendor development while ensuring compliance with laws and regulations. Delivers training to internal and external customers, develops or modifies training materials based on objectives and needs, applies adult learning principles, conducts training needs analyses, and develops evaluation tools to ensure training effectiveness. Facilitates mandated training and training for trainers to expand learning and development scope
Coordinates and organizes events like conferences, seminars, and workshops to enhance learning and development, including scheduling and reserving necessary sites and equipment
Prepares corrective action plans and provides information to management to improve agency efficiency and program quality. Reviews and evaluates training programs, methods, materials, and reports for relevance and clarity. Selects appropriate consultants or vendors and observes their performance to ensure compliance with contracts and policies. Evaluates training goals, resources, participants, and subject matter to determine course length and method. Recommends future use of vendors and reviews customer surveys to assess effectiveness and make recommendations
Communicates agency rules, regulations, policies, procedures, and documentation to external customers to facilitate understanding, enhance communications, and ensure compliance; presents agency-specific information to community partners and at other speaking engagements to inform the public of available services; and maintains an open dialogue with external customers to ensure effective and efficient communication
Enters necessary data into agency-specific tracking software and utilizes various office productivity tools to achieve agency goals. Obtains information from various sources to assess training needs and research relevant learning opportunities for agency-specific employee development
Assists management in selecting cost-effective and practical training options and may oversee training inventory and purchasing to ensure the availability of appropriate equipment, supplies, and materials for training needs
Manages personnel and training activities to ensure compliance with the agency mission, conducts employee evaluations, assigns duties, and provides feedback to improve performance and reinforce strengths. Manages conflicts, provides guidance on tasks, and ensures timely standards are met. Offers information on organizational culture, policies, procedures, and workflow, while maintaining a respectful and productive work environment to minimize disputes and facilitate performance
May assist management in interviewing applicants to determine the best candidate to fill vacant positions

Required

Graduation from an accredited college or university with a bachelor's degree and experience equivalent to three years of full-time professional work in one or a combination of the following: academic teaching; educational administration; development of instructional materials for academic programs; or training
Additional graduate course work in one or a combination of the following may be substituted for the required experience on a year-for-year basis, to a maximum of two years: (1) Human Resources Management; (2) Industrial/Organizational Psychology; or (3) any field related to the design or evaluation of curriculum and related instructional processes, including, but not limited to Curriculum and Instruction, Educational/Instructional Media Design, or Educational Evaluation, Research, and Statistics
Any teaching or training experience, or any remaining professional experience may be substituted for the required education, on a year-for-year basis, to a maximum of four years
Two years of professional experience in delivering workforce training with the State of Tennessee
Complete a criminal history disclosure form in a manner approved by the appointing authority
Agree to release all records involving their criminal history to the appointing authority
Supply a fingerprint sample prescribed by the TBI based criminal history records check
Be willing to and able to qualify with, carry, and use assigned weapons (for positions in the Department of Military)
Be eligible to receive and maintain a security clearance in accordance with applicable agency regulations (for positions in the Department of Military)
Be at least eighteen (18) years of age
Be a citizen of the United States
Have a good moral character, as determined by investigation
Not have been convicted or pleaded guilty to or entered a plea of nolo contendere to any felony charge or to any violation of federal or state laws or city ordinances relating to force, violence, theft, dishonesty, gambling, liquor, or controlled substances
Not have been discharged under any other than honorable conditions from any branch of the United States armed forces
Pass a physical examination administered by a licensed physician that is consistent with the Americans with Disabilities Act and that relates to the essential functions of the position
Pass a psychological evaluation administered by a licensed mental health professional that is consistent with the Americans with Disabilities Act and that relates to the essential functions of the position
Upon appointment, successfully complete a prescribed course of instruction
