General Engineer (Program Manager)

Responsibilities
Serve as the Modernization Planner to oversee the management, control, coordination, and execution of the OIB Modernization strategic planning and integration processes
Responsible for the overall management of the Installation's Organic Industrial Base (OIB) modernization Program
Responsible for managing and tracking daily operations, which includes tracking higher headquarters directed taskings, interpreting and implementing directives, managing and maintaining project data within the Vulcan database system
Analyze complex strategic objectives to incorporate into the master plan
Coordinate all projects with the approved Area Development Plan (ADP) master plan to support modernization project planning efforts
Consults and maintains liaison with Army modernization stakeholders within the organization, for the purpose of explaining and promoting acceptance of the organizational mission and position
Qualification
Required
Bachelor's degree (or higher degree) in engineering
Possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
Data Analytics Level 1 certification
Confidential Financial Disclosure Report, OGE-450 (5CFR Part 2634, Subpart 1 Confidential Financial Disclosure Reports) upon entering the position and annually
One year of specialized experience which includes: Leading modernization efforts for large-scale engineering or technical projects, including planning, coordinating, and executing facility projects and process improvements
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico
Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12)
