Payroll Manager

LHH is looking for a Payroll Manager to serve as the sole processor for roughly 1,000 employees across multiple business units. This role involves managing full-cycle payroll and ensuring compliance with prevailing wage and certified payroll requirements while leveraging advanced ADP reporting to support Finance, HR, and Operations.

Responsibilities

Process end‑to‑end weekly payroll for 1,000 multi-state employees across multiple business units
Manage prevailing wage and certified payroll requirements, including accurate rate/fringe application and WH‑347 submissions
Maintain classification rules, union/craft codes, and compliance with Davis‑Bacon, SCA, and state/local prevailing wage laws
Administer timekeeping imports, earnings, deductions, garnishments, adjustments, and off‑cycle runs
Serve as the ADP reporting expert: build complex custom reports, automate recurring reporting, and support GL, labor costing, and operational analytics
Conduct payroll audits and reconciliations; research and resolve discrepancies and tax issues
Coordinate multi-state/local taxes with ADP; support quarter‑end and year‑end activities
Maintain accurate audit-ready records; collaborate with internal/external auditors
Provide guidance to managers and employees on pay questions, timekeeping, and prevailing wage rules
Partner with HR, Accounting/Finance, and Operations on integrations, labor distribution, and project reporting
Document procedures and maintain strong internal controls

Required

5–7+ years of full‑cycle payroll experience, preferably as a sole or lead processor
Strong prevailing wage/certified payroll knowledge (federal and state)
Advanced ADP Workforce Now or Vantage reporting capability
Solid understanding of multi-state taxes, wage and hour laws, garnishments, and job costing
Advanced Excel skills; comfort working with large datasets
High attention to detail, confidentiality, and strong communication skills
