Responsibilities

Serve as the agency’s lead budget and fiscal expert, guiding the full budget lifecycle, from development and validation to execution and ongoing monitoring
Ensure the accuracy, integrity, and compliance of the agency’s budget while aligning resources with agency priorities and statewide budget requirements
Deliver advanced fiscal analysis that informs strategic planning, assess financial trends and their impacts, and translate complex data into clear, actionable recommendations
Play a critical role in safeguarding the agency’s fiscal health and supporting thoughtful, responsible decision-making that supports the mission of the agency

Required

Six years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information
A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration or other analytical or technical degree) may substitute for three years of the required experience
A graduate-level degree in any of the above areas may substitute for four of the six years
Advanced Analytical and Fiscal Modeling Skills. Demonstrated ability to interpret complex financial data, conduct multi-year forecasts, perform scenario analyses, identify trends, and translate findings into clear actionable fiscal insights for decision-makers
Advanced Excel Expertise. Mastery of excel, including pivot tables, complex formulas, scenario analysis, and professional graphing/visualization. Ability to translate raw data into clear, actionable presentations
Exceptional Documentation and Organizational Skills. Demonstrated ability to create and maintain complete, accurate, and well-organized records of all budget decisions, assumptions, calculations, and changes in a structured format that supports reconciliation, analysis, and institutional continuity
Collaborative and Customer-Service-Oriented Approach. Ability to work collaboratively across programs and divisions by asking clarifying questions, delivering specific reports and analyses requested, responding promptly to inquiries, and providing fiscal support with professionalism and respect
Experience with State or Comparable Financial Systems. Demonstrated ability to use state budget, accounting, or enterprise financial systems (e.g., ORBITS, R*STARS/SFMA, ORPICS, or comparable platforms); ability to learn Oregon-specific systems and processes quickly and apply them accurately
Ability to Communicate Financial Information Effectively in Formal Settings. Ability and willingness to prepare clear fiscal narratives, present complex budget information to leadership or external partners and, when needed, testify before legislative committees with professionalism, accuracy, and confidence
