Staff Inspector - Night Unit

The City of New York is dedicated to providing safe and efficient transportation services. The Staff Inspector for HIQA’s Night Unit will supervise and evaluate the work of the inspection staff, coordinate daily assignments, and serve as a liaison to the public and elected officials.

Responsibilities

Supervising, training, and evaluating the work of the Inspection Staff
Coordinating and reviewing the inspector’s daily assignments
Reviewing inspection reports/results and the issuance or dismissal of violations
Assisting with developing policies and procedures
Serving as a liaison to the general public and Elected Officials
Conducting inquiries and inspections in response to public complaints and significant problems involving the work performed by the inspection staff
Issuing summonses and appearing in court when required
Troubleshooting or replacing inspector’s equipment, Tablet IPAD
Responding timely to work related emails, phone calls, or text messages
Responding to operational/administrative requests from the Assistant Commissioner & Executive Staff
Reviewing and signing inspector summonses, timesheets, probationary reports, and performance evaluations when needed
Representing the unit at field and office meetings
Assisting with conducting interviews
Attending training classes and workshops
Supervising the Night Unit Office in the absence of the Borough Manager or Deputy
Performing related duties

Required

Candidate must be serving permanently in the title, or reachable on the civil service list
Six years of full-time paid experience in the construction and/or repair of roads and sewers, one year of which must have been in a supervisory capacity
Four years of experience, as described in '1' above, at least one year of which must have been in a supervisory capacity, plus two years of education in an accredited college or technical school in a program specializing in the construction or repair of roads and sewers, or education toward a baccalaureate degree in Engineering, Architecture or Engineering Technology with a specialization in the area of roads or sewers
At least one year of experience, as described in '1' above, which must have been in a supervisory capacity, plus completion of an approved five year apprenticeship program in highway or sewer inspection
Completion of three years of apprenticeship in highway or sewer inspection plus either three years of experience as described in '1' above, one year of which must have been in a supervisory capacity, or one year of experience as described in '1' above, which must have been in a supervisory capacity and two years of education as described in '2' above
Education and/or experience which is equivalent to '1', '2', '3', or '4' above
All candidates must have one year of experience as described in '1' above, which must have been in a supervisory capacity

Advanced knowledge of NYC DOT Highway Rules & Regulations
Advanced knowledge of Standard Details of Construction
Advanced knowledge of backfill and compaction on protected streets
Advanced knowledge of ASTM and AASHTO Standard Specifications for Local Law 14 backfills
Advanced knowledge of capital projects
Advanced knowledge of protected street openings and excavation
Advanced knowledge of permits and OCMC stipulations
Advanced knowledge of administrative codes
Advanced knowledge of building operations
Advanced knowledge of paving
Advanced knowledge of coring
Advanced knowledge of re-digs
Advanced knowledge of nuclear gauge testing
Advanced knowledge of concrete roadways
Advanced knowledge of base and wearing coarse
Experience in the DASH System
Strong communication skills (both verbal and written)
