Responsibilities

Manages financial operations and programs by developing strategies and overseeing policies, processes, and resources with a high level of independence
Analyzes, designs, and refines fiscal policies, partnerships, and agreements with considerable autonomy
Exercises strong leadership and sound judgment in resolving managerial and programmatic challenges with independence, creativity, and analytical expertise
Leads and coordinates strategic planning initiatives to align organizational goals, resources, and performance outcomes
Receives assignments in the form of objectives with goals and the process by which to meet those goals
Responsible for supervising the day-to-day unit activities
Normally directs a section or group of budget / financial / resources analysts
Oversees and participates in the most complex projects and deals directly with major department managers
Provides direction according to established policies and management guidance

Required

Bachelor's degree in related area and / or equivalent experience / training
Excellent managerial skills, including the demonstrated ability: to manage change; to study and apply best practices; to understand complex issues and institution-wide functions/activities; to develop innovative approaches, techniques, and procedures; to implement new policies/processes; and to delegate appropriately
Extensive knowledge of finance policies, practices and systems, budgeting and reporting techniques, accounting and bookkeeping
Solid understanding of financial and resource planning concepts as well as how to control organizational budgeting
Experience with all types of award mechanisms, including grants, contracts, subcontracts, subawards, and cooperative agreements
Ability to perform highly complex financial analysis and customized reporting, including advanced competence in the use of spreadsheet and database software to perform these functions
Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner
Demonstrated strong knowledge and experience in the interpretation and implementation of federal, state, and private agency administrative regulations and policies
Excellent communication skills with the knowledge to exercise tact, resourcefulness, good judgment, understanding, and persuasion in interactions with a diverse population
Extensive knowledge of human resource policies, practices, and planning
Prior supervisory experience required
