Responsibilities

Advise the construction contractor, the A-E, and the COR of all RFI responses and confirm that all parties agree with the interpretation contained in each response
Relating to General Contractor workforce, assess whether the number of helpers, laborers, trainees, and apprentices is excessive compared to the number of journeymen
Assist in enforcing labor standards at the Project site
Assist with instituting corrective actions if labor violations are found
Verify that workers designated as apprentices are enrolled in a certified apprenticeship program
Attend and represent owner preconstruction meetings
Conduct site inspections to assess progress, verify compliance with approved designs and address any construction challenges
Confirm that the construction contractor has posted the effective wage rate decision at the site
Coordinate client Outage / Shutdown Procedure
Coordinating construction activities between IT integrator, furniture vendors and various other contractors
Develop and maintain project schedules and budgets for architectural and structural work and maintain timely execution and cost control
Develop strategies for mitigating the delays and assist with any remedial follow-up actions if delays are encountered or anticipated during the submittal process
Facilitate project closeout by ensuring completion of all architectural and structural work, final inspections, and handover documentation
Final Payment and Contract Acceptance Management
Immediately notify the construction contractor, the COR, or other GSA official if a potentially life-threatening safety condition is observed
Review the contract documents and prepare a written response, to the satisfaction of the COR, to all RFI’s for which a response can be formulated with the information contained in the contract documents
Manage RFIs, change orders, and design modifications related to architectural and structural elements, for proper documentation and approvals
Notify GSA of test failures and planning corrective actions
Oversee procurement and installation of structural and architectural materials and maintain timely delivery and adherence to project specifications
Promptly report to the construction contractors, in writing, of field observations of variances from the contract requirements with a copy to the Contracting Officer’s Representative (COR)
Review payrolls to verify payment of any required minimum wage rates
Review the payment invoices, negotiate disputed items, and prepare recommended payment vouchers for signature
Supervise subcontractors and construction teams, and establish proper sequencing, adherence to specifications, and quality workmanship
Support Start-Up, Training, and O&M Manual Transfer
Support structural testing, inspections, and regulatory compliance to ensure safety and quality standards are met

Required

BA/BS in Construction Management, Engineering, or Architecture + 6 years of related experience or demonstrated equivalency of experience and/or education
6 years of experience progressive construction project management experience that includes knowledge of all project phases: planning, design, preconstruction, construction, commissioning, and turnover to operations
Experience with managing US Federal Government projects within the past 5 years
Relevant experience leading contacts, managing people, budgets, schedules, overseeing subcontractor performance, and working with stakeholders and governing agencies on behalf of a public-works owner

Preferred

Master's degree in construction management, engineering, or architecture
Construction Management, Engineering, or Architecture professional certifications (CCM/PMP) and/or license (RA/PE)
OSHA 10 Certification
Experience and understanding of all contract documents and in field problem solving skills and the interpretation of drawings and specifications
