Part-Time Administrative Analyst
NEOGOV is seeking a Part-Time Administrative Analyst to support departmental and City-wide activities. The role involves performing administrative, financial, and human resources analyses, assisting in policy development, and coordinating programs with other departments.

Responsibilities
Under the direction of the department head, performs administrative, financial, human resources, statistical and/or other management analyses in support of departmental or City-wide activities, functions and programs; assists in the development and review of policies, procedures, work methods, and budget development and implementation; and performs related duties as assigned
Coordinates programs and activities with other departments; confers with representatives of other agencies, groups, vendors on the public; Conducts special studies and surveys and prepares a variety of reports, correspondence and other materials
May plan and coordinate community events and programs
May supervise the work of support staff on a project or day-to-day basis
Assist with contract management responsibilities, which include monitoring agreements and contracts for compliance with City terms and conditions
Participates in the implementation of economic development strategies and programs designed to secure the retention and expansion of the City's commercial, retail, and industrial base
Establishes and maintains communication and cooperation with a wide variety of business organizations, individual businesses, and community partners
Creates marketing and promotional activities for businesses and local stakeholders through the use of technology, social media, and software
Represents the Economic Development Division as assigned, to facilitate cooperation among departments, including working on special events to assist with the promotion of economic development initiatives and programming
Knowledge of contemporary marketing practices, including social media, website, and online tools
Ability to communicate clearly and concisely, both orally and in writing; sensitivity to public relations and customer service, ability to establish a cooperative working relationship with others while promoting the organization's values of the City
Performs other duties as assigned that support the overall objective of the position
Qualification
Required
Graduation from a four-year college or university with major course work in business or public administration and two years of professional experience in administrative and management analysis; or an equivalent combination of training and experience
Possession of a valid California Driver License, Class C is required by date of employment
Successful completion of background check and pre-hire physical including drug screen is required
Knowledge of: Principles, practices and methods of administrative and organizational analysis; public administration policies and procedures; business computer applications, particularly as related to statistical analysis and data management; financial/statistical/comparative analysis techniques; budget development and administration methodologies; effective business communications and correct English usage, including spelling, grammar and punctuation; marketing, writing, and research techniques, methods, and procedures, and report presentation techniques; database administration practices; department administrative policies; City organization, ordinances, rules, programs, policies and procedures applicable to departmental operations; basic functions of public agencies, including the role of an elected Council and appointed boards and commissions; rules and procedures governing the notice and conduct of public meetings; word processing, spreadsheet, graphics, and accounting software
Ability to: Analyze administrative, operational and organizational problems, evaluate alternatives and reach sound conclusions; collect, evaluate and interpret varied data, either in statistical or narrative form; interpret and apply laws, regulations, policies and procedures; prepare clear and concise reports, and other written materials; maintain accurate records and files; coordinate multiple projects and meet critical deadlines; exercise sound judgment within established guidelines; communicate clearly, concisely and effectively, orally and in writing; use tact, discretion and sensitivity in dealing with sensitive situations; establish and maintain effective working relationships with elected and appointed City officials and boards, other public agencies, employees, citizen groups, and the public; operate computer-based word processing, spreadsheet, desktop publishing and database management software and art and graphics equipment
