Manager, HCV Budget and Financial Compliance
The Chicago Housing Authority is seeking a Housing Choice Voucher Budget & Operations Manager responsible for preparing and monitoring the department budget while ensuring compliance with HUD regulations. The role involves supervising staff, analyzing financial reports, and managing program operations to maintain financial integrity and efficiency.
Responsibilities
Supervise HCV staff responsible for completing compliance reviews for HCV operations and procedural compliance
Compile, analyze and review monthly operating expense reports and invoices submitted by contractor(s) and conduct budget comparisons
Generate, monitor and/or manage program operations reports (e.g. Two-Year Projection Tool, HCV Budget vs. Actual, Voucher Management System) for the HCV Program and HCV contractors, including accuracy and timeliness of financial data and report submissions within the CHA and to HUD
Create and submit annual HCV expense and revenue projections to OBM and monitor monthly to ensure operation cost effectiveness
Conduct year-end reporting and accrual report submission
Monitor contracts related to the HCV Program, including contract’s term, expiration date, extensions and amendments, and HCV contractor performance metrics
Conduct risk assessment, identifying potential risks within administrative operations and proposing mitigation strategies
Maintain technical knowledge relating to the HUD's Section 8 program, including reviewing the HUD website for any updates
Assist in preparation of documentation for the procurement process, including Request for Proposal and Small Order Bid and maintain operating expense budget line-item tracking
Analyze data; project potential funding shortfalls and surpluses; make recommendations for addressing problems and realizing opportunities, including HAP/UML utilization compliance
Maintains a working knowledge of the CHA expense budgeting system (Lawson), procedures and internal policies
Assist in the implementation of new administrative processes and systems, including employee training Lawson, Legistar and E-Procure
Establish and maintain effective working relationships with CHA staff and contractors assigned to the HCV Programs, contributing to cross-functional projects related to administrative operations. (Working with the Procurement Department utilizing E-Procure)
Work closely with HCV Director of Compliance and Operations to coordinate HCV activities related to all program reviews, including HUD monitoring, technical assistance reviews and other projects as assigned
Qualification
Required
Bachelor's Degree in Accounting or Finance
3-5 years of accounting, auditing and finance experience or the equivalent combination of education and related work experience
Experience in reviewing detailed budget line items and conducting financial audits to ensure the efficient and cost effective operation of the HCV Program
Proficiency with Microsoft Office products (i.e. Word, Excel, PowerPoint, & Outlook)
Strong skills in Excel and the ability to create reports without a template
Ability to communicate effectively both verbally and in written form with all levels of management
Certified in Housing Choice Voucher programs or achieve certification within six (6) months of employment
Preferred
Previous contract management, auditing and/or financial analysis experience
Familiarity with HUD's Housing Choice Voucher financial management requirements
