Stakeholder Manager, Government Affairs & RTO Policy

The AES Corporation is focused on accelerating the future of energy. The Senior Manager, RTO Policy will lead the development and advocacy of AES Indiana’s regulatory strategy for MISO and FERC activities, advising leadership on market rules and building networks for optimal outcomes.

Responsibilities

Lead the development and execution of AES’s MISO policy and advocacy strategy in coordination with regulatory, legal, planning, operations, and finance teams
Serve as AES’s primary interface with MISO, representing company interests across governance, policy, and technical forums
Identify and manage policy opportunities and risks arising from MISO and FERC initiatives affecting reliability, infrastructure investment, load growth, and cost recovery
Develop, negotiate, and advocate company positions in MISO stakeholder processes and FERC proceedings, ensuring positions are credible, defensible, and implementable
Represent and advocate for AES’s voting member interests and policy priorities
Build, lead, and participate in caucuses and cross‑sector coalitions to develop consensus positions and influence outcomes
Cultivate strong relationships with peer utilities, market participants, industry associations, and alliance partners to advance aligned policy objectives
Engage directly with MISO staff at all levels to inform policy development and maintain trusted working relationships
Advise AES leadership and internal partners on commercial, operational, and regulatory impacts of existing and proposed MISO and FERC rules
Translate complex policy proposals into clear executive briefings, decision memos, and strategic recommendations
Prepare written advocacy materials, including stakeholder comments, policy submissions, FERC filings, and internal/external briefing documents
Provide oral advocacy and presentations in stakeholder, governance, and regulatory forums with executive presence and credibility
Support policy strategy related to transmission development, interconnection reform, resource adequacy, and large‑load integration, emphasizing cost causation, planning certainty, and transparency
Partner cross‑functionally to pressure‑test policy proposals, assess implementation impacts, and ensure alignment across planning, operations, regulatory, and legal teams
Support implementation of adopted MISO and FERC reforms through integrated resource planning, operational coordination, and rate recovery processes
Independently manage multiple policy initiatives, set priorities, meet deadlines, and adapt to evolving regulatory and market conditions
Exercise sound judgment, discretion, and political acumen in high‑stakes policy environments involving regulators, market operators, and senior stakeholders
Represent AES at industry conferences, stakeholder meetings, and regulatory engagements

Required

Bachelor's degree in public policy, economics, political science, business, engineering, or a related field
Minimum of 8–10+ years of progressive experience in RTO/ISO policy, wholesale power markets, regulatory affairs, energy policy advocacy, or related roles
Demonstrated success leading or materially influencing market rule, regulatory, or policy outcomes in complex stakeholder environments
Deep understanding of MISO market structures, governance, and stakeholder processes
Strong knowledge of transmission planning, generation operations and development, resource adequacy, and interconnection
Working expertise in FERC regulatory and legal processes affecting RTO markets
Ability to translate complex policy issues into business, operational, and customer impacts
Excellent written and oral communication skills, including persuasive policy writing and executive‑level presentations
Strong analytical, conceptual, and strategic thinking skills with sound professional judgment

Preferred

Master's degree or Juris Doctor
Established network of relationships with MISO staff, stakeholders, regulators, and industry peers
Experience building and sustaining multi‑party coalitions to advance policy objectives
Experience providing formal advocacy or testimony in regulatory, governance, or policy forums
