Program Director
High Point & Affiliated Organizations (HPAO) is a health and human service agency focused on treating and preventing substance use disorders and mental illness. Responsibilities
Develop a comprehensive and evidence-based treatment program to comply with all laws, regulations of the Department of Public Health Bureau of Substance Abuse Services; accrediting bodies and organizational policy
Oversee hiring, training, supervision, directly or indirectly, and evaluation of all clinical staff in program
Ensure staffing meets requirements
Develop and assure adequate staffing coverage for regulatory requirements
Annually review job descriptions for all unit staff and complete performance evaluations on persons directly supervised in accordance with agency procedures
Assure accurate and timely completion of all required documentation required by agency policy, regulation, or contract
Assist in preparing an annual budget and managing expenses to stay within the approved budget
Keep Site Director/COO fully informed of critical incidents, unit productivity, client caseloads, expenditures, potential new contracts, and issues that could affect the program
Attend and participate in management meetings as scheduled and professionally represent the facility in meetings
Train and oversee compliance with patient confidentiality laws, including CFR 45 HIPAA, and CFR 42 Part 2, Alcohol and Drug Resident Records, including reporting breaches to Compliance for proper notification to regulatory agencies
Reliable work attendance and ability to respond to after-hours emergency situations
Demonstrated skill in supervision, coaching, and appropriate disciplinary documentation
Preparation of reports and correspondence in response to licensing and accreditation boards
Participate in budget development and monthly review process
Advertising, interviewing, hiring and training of all new staff
Participate in RFR processes to maintain current programing and development new programming
Ensure that clinical activities are carried out in accordance with HPAO’s written plans for quality assurance, utilization review/management and staff growth and development
Ability to communicate effectively orally and in writing
Demonstrated ability to meet deadlines and carry out responsibilities with minimal direction
Proficiency in the EHR
Maintain CPR, Crisis Management and other mandatory trainings
All other duties as assigned
Provide on-going clinical and daily administration of the program to ensure quality care and access standards are met
After-hours/on-call program support for patient clinical emergencies, dose verification, and other patient urgent needs on a rotating basis with Clinical Leadership
Provides direction, supervision and evaluation of treatment of services according to standards of practice and rules and regulation of the Department of Public Health, Department of Mental Health and Joint Commission
Oversees implementation of HPAO policies and procedures related to service delivery and operations
Provides supervision to staff per HPAO policy
Provides weekly management meetings to collaborate members of the leadership team, including: incident report/environmental report review, utilization review meeting, patient care concerns
Shall have profit and loss responsibilities and assist in preparation of the operating budget, including implementation, maintenance, and review of budget
Fiscal skills including monitoring of expenses
Chart reviews as needed to ensure documentation of services meets compliance/quality standards
Monitoring of incident reports to ensure reporting to compliance, HR and state agencies is completed timely and accurately
Participating in Sentinel Event and RCA review, as needed
Completion of patient/staff complaints and grievances per policy
Ensure program tally card chart audits, indicators and documentation are prepared timely
Participation in facilitating CQI/NIATx projects within the program
Continuous monitoring of CLAS expectations and ensuring CLAS plan is completed annually
Review of required environmental annual reports, including: EMP, Safety/Security Plan
Participation and follow through with recommendations from Health & Safety and Proactive Risk Assessment reports
Attend mandatory trainings
Develop and implement goals and objectives for the program to meet performance specifications and regulatory requirements
Ensure the safety of the unit through review of safety/risk, environmental needs, and dietary workflows
Monitoring of adequacy and appropriateness of patient care
Development of in-service training for staff in collaboration with training coordinators
Establishment of quality management program in collaboration with quality team
Ensure that clinical activities are carried out in accordance with HPAO’s written plans for quality assurance, utilization review/management and staff growth and development
Responsible for utilization management of insurance authorizations, ensuring authorizations are completed per payor specifications and documented
Ensure accuracy of unit census verification for timely billing
Routinely review patient charts (open and closed) to ensure that the structure and substance are in accordance with licensing and accreditations standards
Other duties as assigned by Site Director/COO/CEO
Qualification
Required
Bachelor's or Master's degree in a related field
Must always present as courteous and professional
Highly organized with the ability to keep accurate notes and records
Experience with EHR systems and reports
Excellent computer skills
Ability to multi-task
Demonstrated flexibility and ability to perform multiple tasks
Must have excellent verbal and written communication skills, including the ability to organize ideas in logical and clear fashion
Proficiency and knowledge of basic computer skills and software programs including the ability to learn, use and train High Point and Affiliated Organization (HPAO) Electronic Health Records (EHR)
Must have the ability to work with others in a cooperative and collaborative manner
An understanding of the relationship between substance use and mental health issues and/or self-help programs
An understanding of boundaries and ethics
Comply with Federal Regulations, 42 CFR Part 2, Substance Abuse Confidentiality Regulations and HIPAA Regulations
Certification in the HPAO approved de-escalation program
5+ years' experience in behavioral health setting
Minimum of 2 years' supervisory experience
Preferred
Bachelor's degree or higher in a related field, preferred
