Public Utilities Specialist (Rates)

Bonneville Power Administration is seeking a Public Utilities Specialist (Rates) to join their Transmission Commercial Business Rates & Revenue organization. The successful candidate will serve as an analyst focusing on the development of business strategies, market monitoring, and revenue forecasting to enhance utility rate setting processes.

Responsibilities

Identify rate designs and processes that will work for both internal and external customers to meet objectives
Conduct analyses of rates to recommend policies that comply with statutory guidelines and tariffs
Develop mathematical models for use in analyzing customer data
Conduct quantitative modeling to develop and propose management action
Integrate multiple business processes in support of rate setting and design for utilities

Required

You must be a United States Citizen

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service
Specialized experience for this position is defined as experience 1) performing qualitative and quantitative studies and analyses, including development, running and maintaining mathematical and statistical models for market analysis, forecasting and/or transmission rate setting to support the development and design of rate determinations; 2) recommending improvements to rate determinations, development and design policies, business strategies and work processes
