Responsibilities
Leads the design and implementation of innovative strategies to enhance grant program effectiveness and stakeholder engagement
Identifies emerging needs through stakeholder input and environmental scanning, and pilots creative solutions that promote capacity-building
Facilitates collaboration across TEA internal teams and external partners through scheduled check-ins and monthly professional learning communities (PLCs), fostering a culture of continuous improvement and adaptive leadership
Facilitates and supports virtual engagement and collaboration across internal and external stakeholders by managing and executing Zoom meetings and statewide webinars
Plans and schedules various virtual events to ensure effective communication
Maintains and organizes Microsoft Teams channels and SharePoint sites to support resource sharing, document management, and team collaboration
Ensures digital platforms are user-friendly, up-to-date, and aligned with organizational goals for accessibility and efficiency
Oversee the administration, implementation, and monitoring of federal grant awards, ensuring timely and accurate submissions and alignment with TEA guidelines, appropriate use of funds, and achievement of program goals
Serves as a primary point of contact for grant-related inquiries, maintaining collaborative relationships with ESCs and TEA staff
Collaborates with finance teams to track budgets and expenditures, ensuring consistency with TEA initiatives, expectations, and performance measures
Ensures consistent and timely dissemination of program updates, policy changes, and best practices to support successful grant outcomes
Manages the collection, analysis, and interpretation of program data to evaluate outcomes and inform strategic decisions
Develops timely, accurate reports for TEA leadership and ensures data integrity across systems
Provides advanced technical support and contributes to the refinement of program guidelines and procedures based on performance metrics, stakeholder feedback, and compliance requirements
Works collaboratively with internal teams to align program activities with agency goals, support professional growth, and uphold high-quality performance standards
Actively contributes to the development and refinement of processes that ensure consistency, accuracy, and compliance across all program operations
Qualification
Required
Graduation from an accredited four-year college or university
Major course work in a field relevant to the position
At least five (5) years of experience in special education, including at least 2 years of experience working in a leadership role
Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
Knowledge of Special Education Law and effective programing for students with disabilities
Knowledge of project/program management theories and practices; project/program costing, estimating, and scheduling; systems and procedures used to evaluate project/program performance; and local, state, and federal laws and regulations relevant to the administration of the project/program undertaken
Skills in project/program management, scheduling, resource allocation, and budgeting; and in the use of a computer and applicable software
Ability to provide leadership and motivate others, to monitor project/program status, to prepare and/or analyze project impact, to exercise sound judgment in making critical decisions, to analyze project/program-related information and develop plans to address identified issues and risk, to prepare reports and charts, to communicate effectively orally and in writing, and to oversee the work of others
Ability to direct multiple work streams at the same time, maintain timeline in a fast-paced environment, communicate effectively orally and in writing, in an environment of continuous improvement
Preferred
Experience using Design Thinking to create user-centered solutions and support innovation in program or service design, along with familiarity in applying the Four Disciplines of Execution (4DX) framework—including goal setting, lead measure tracking, scoreboard development, and accountability practices—to strengthen strategic implementation and performance improvement
