Santa Margarita Water District operates a complex utility system and is seeking a Director of Operations to oversee its largest department. This role involves providing strategic leadership for operational functions, ensuring compliance with regulatory standards, and managing a significant operating budget while leading a team of approximately 100 employees.

Responsibilities

Oversee the District’s largest and most multifaceted department, which includes three core areas of responsibility: Collections & Distributions, Water & Wastewater Treatment, and Equipment Maintenance

Provide leadership for approximately 100 employees

Develop, manage, and monitor an annual operating budget of nearly $100 million

Work directly with Engineering to help strategize and develop the capital improvement program

Ensure safe, reliable, and efficient operations while meeting rigorous regulatory requirements, environmental standards, and performance expectations

Shape organizational strategy, advance major initiatives, and strengthen cross-department collaboration

Provide expert guidance to senior leadership, managers, staff, and the Board of Directors on complex operational, regulatory, and infrastructure matters

Represent the District with regulatory agencies, industry partners, community organizations, and other public entities

Required

Graduation from an accredited four-year college or university with a major in business or public administration, life sciences, engineering, or a closely related field

At least five years of experience at a manager level

Requisite certifications or a professional engineering license
