Special Education ESC and Stakeholder Support Coordinator (Program Management Specialist II)

The Texas Education Agency (TEA) is dedicated to improving outcomes for all public-school students in Texas. The Special Education ESC and Stakeholder Support Coordinator will provide advanced program management to support the administration and compliance of federal grant awards, while enhancing stakeholder engagement and program effectiveness through innovative strategies and data-informed decision-making.

Education

Responsibilities

Leads the design and implementation of innovative strategies to enhance grant program effectiveness and stakeholder engagement
Facilitates and supports virtual engagement and collaboration across internal and external stakeholders by managing and executing Zoom meetings and statewide webinars
Oversee the administration, implementation, and monitoring of federal grant awards, ensuring timely and accurate submissions and alignment with TEA guidelines, appropriate use of funds, and achievement of program goals
Manages the collection, analysis, and interpretation of program data to evaluate outcomes and inform strategic decisions
Works collaboratively with internal teams to align program activities with agency goals, support professional growth, and uphold high-quality performance standards

Required

Graduation from an accredited four-year college or university
Major course work in a field relevant to the position
At least five (5) years of experience in special education, including at least 2 years of experience working in a leadership role
Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
Knowledge of Special Education Law and effective programing for students with disabilities
Knowledge of project/program management theories and practices; project/program costing, estimating, and scheduling; systems and procedures used to evaluate project/program performance; and local, state, and federal laws and regulations relevant to the administration of the project/program undertaken
Skills in project/program management, scheduling, resource allocation, and budgeting; and in the use of a computer and applicable software
Ability to provide leadership and motivate others, to monitor project/program status, to prepare and/or analyze project impact, to exercise sound judgment in making critical decisions, to analyze project/program-related information and develop plans to address identified issues and risk, to prepare reports and charts, to communicate effectively orally and in writing, and to oversee the work of others
Ability to direct multiple work streams at the same time, maintain timeline in a fast-paced environment, communicate effectively orally and in writing, in an environment of continuous improvement

Preferred

Experience using Design Thinking to create user-centered solutions and support innovation in program or service design
Familiarity in applying the Four Disciplines of Execution (4DX) framework—including goal setting, lead measure tracking, scoreboard development, and accountability practices—to strengthen strategic implementation and performance improvement
