They are seeking a Proposal Analyst - Level 1 who will compile cost, schedule, and technical elements for proposals, coordinate with functional departments, and conduct cost analysis to support program objectives.

Responsibilities
Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications and other pricing/cost requirements
Coordinate the collection and accumulation of cost, scheduling, and performance elements from functional departments
Research and analyze historical data as well as develop cost models to support proposal efforts
Consolidate Bill of Material (BOM) requirements in support of price and/or price/cost analysis
Analyze specifications, including sketches, blueprints, bills of material, or sample layouts, and calculate production costs using labor and material pricing schedules and historical data
Review purchase order history, actuals, quotes, proposals to estimate the BOM
Incorporate escalation and quantity variance curve factors and extended costs for required quantities
Provide cost analysis in support of program objectives
Analyze data such as direct labor hours, past performance, costs of previous procurements, and/or comparison to similar items/scope
Present and brief cost issues and risks to senior management
Coordinate activities and participate in customer fact-finding meetings
Participate in should-cost and pricing reviews with management and customer representatives
Lead and support DCAA audit reviews for proposals and other customer cost reviews
Participate as a member of the contract negotiating team
Other duties as assigned
Qualification
Required
Bachelor's degree in Business Management, Finance or Accounting with relevant professional experience in Business Administration, Project Management, Material Estimating, Pricing & Estimating, Price/Cost Analysis, Finance, Accounting, Contract/Proposals, or Cost Control
Proficiency with MS Office Suite; Excel, PowerPoint and Word
Must have the ability to obtain and maintain a U.S. Government DoD Top-Secret security clearance
Preferred
Master's Degree
Previous work experience with SAP
Knowledge of FAR/DFARS and other government regulation
Active Top Secret (TS) and/or Special Compartmentalized Information (SCI) clearance
