Responsibilities
Review and analyze large sets of program data to find trends, risks, and early warning signs
Examine state and federal rules to evaluate whether current policies and procedures are effective
Prepare clear reports, summaries, and briefings that explain findings in plain language
Support projects by organizing tasks, timelines, and deliverables to keep work moving forward
Help design and improve tools that detect unusual activity or system weaknesses
Test and validate data and reports to ensure accuracy before information is shared
Work with staff across the agency to improve processes and strengthen program integrity
Develop training materials that help staff better understand fraud risks and prevention
Share updates and insights with leadership and partner organizations
Recommend practical improvements that make programs stronger, clearer, and more efficient
Qualification
Required
A bachelor's degree in business administration, public administration, law, public health, health administration, or a related field
Four years of experience conducting research and analyzing policies, laws, rules, or regulations

Project management: Planning, organizing, and supporting complex, time-bound initiatives by tracking tasks, timelines, deliverables, and dependencies across multiple partners
Data analysis: Reviewing and interpreting large, complex data sets to identify trends, anomalies, and risks, and translating findings into actionable insights that support program improvements
Communication skills: Preparing clear written reports, briefings, and training materials, and communicating findings verbally with staff, leadership, and partners to support informed decision-making
Policy interpretation: Analyzing state and federal laws, rules, and guidance to evaluate how requirements are applied in program operations
Project coordination: Organizing tasks, timelines, and deliverables to support multi-phase, statewide initiatives
Technical aptitude: Using databases, spreadsheets, and reporting tools to validate data, develop outputs, and support analysis
Process improvement: Evaluating workflows to identify root causes and recommend practical, data-informed improvements
