Responsibilities

Lead and continuously improve people operations, policies, systems, and processes to ensure consistency, compliance, and scalability
Provide day-to-day and strategic oversight of labor and employment compliance, leave administration and employment regulations, proactively identifying and mitigating risk
Lead audits, investigations, and agency inquiries in collaboration with the VP of People & Culture and legal counsel
Oversee payroll operations and governance, ensuring accuracy, timeliness, and compliance for all employee populations
Design, implement, and manage performance and talent management frameworks that drive accountability, development, and business outcomes
Manage the organization’s employee relations strategy, ensuring fair, consistent, and legally compliant handling of workplace issues
Advise and coach leaders on performance management, talent development, corrective action, and complex employee relations matters
Oversee and conduct complex employee relations matters, including investigations, conflict resolution, and performance-related concerns
Lead, mentor, and develop People & Culture team members

Qualification

Required

Bachelor's degree in Human Resources, Business Administration, or a related field (Master's preferred)
10–15 years of progressive HR and management experience, preferably within construction and/or manufacturing environments
Advanced knowledge of employment law, labor compliance, wage and hour regulations including prevailing wages, and payroll operations
Demonstrated experience managing complex employee relations issues, investigations, and disciplinary processes
Ability to lead and influence across all levels of the organization in a fast-paced, operational environment
Proven experience leading teams and managing enterprise people programs
Experience scaling people operations to support organizational growth, transformation, and operational scale
Fluency in Spanish to effectively support and communicate with a diverse, bilingual workforce

Preferred

SHRM-CP, SHRM-SCP, PHR, SPHR certification
