Accessible Services Manager

The San Francisco Municipal Transportation Agency (SFMTA) is seeking an Accessible Services Manager to provide strategic leadership in ensuring the accessibility of San Francisco's transportation system. This role involves overseeing the paratransit program, ensuring compliance with the Americans with Disabilities Act (ADA), and collaborating with community stakeholders to expand mobility options for seniors and individuals with disabilities.

Responsibilities

Oversees the SFMTA paratransit program, ensuring safe, reliable, ADA compliant, and customer-focused service for the City & County of San Francisco in collaboration with the Paratransit Program Manager
Oversees the Paratransit Program Manager’s work on budgets, contracts, and service provider performance to ensure operational efficiency, fiscal accountability, and high-quality service delivery
Guides the Paratransit Program Manager in conducting outreach and engagement with the senior and disabled community, including overseeing the staffing support for the Paratransit Coordinating Council, to inform service planning and improvements
Partners with the Paratransit Program Manager to develop and implement data-driven strategies that strengthen accessibility, reliability, and equity in paratransit service delivery
Provides senior oversight of accessibility across fixed route Muni services—including light rail, bus, trolley, historic streetcar, and cable car—in collaboration with designated program staff to ensure ADA compliance
Supervises staff responsible for training Operators and Muni personnel to ensure high-quality service for seniors and individuals with disabilities
Directs and guides staff in conducting outreach to the senior and disability communities, including staffing of the Multimodal Accessibility Advisory Committee, to solicit input on accessibility projects
Supervises the Manager of the RTC Discount ID Office, who oversees the issuance of approximately 11,000 IDs annually to qualified seniors and individuals with disabilities
Oversees staff involvement in the development of vehicle specifications for all modes to ensure ADA compliance and optimal design for seniors and individuals with disabilities
Reviews staff recommendations on transit facility designs for ADA compliance and user friendliness; guides the development and delivery of projects to improve accessibility, including the planning, design, and construction of new accessible light rail stops
Collaborates with planning, engineering, and operations teams to integrate accessibility priorities into major capital projects, streetscape improvements, parking changes, and Quick Build projects. Ensures that new facilities are compliant with Public Right-of-Way Accessibility Guidelines (PROWAG) and other relevant accessibility legislation
Serves as a representative on the SFMTA’s Transportation Capital Committee, influencing project delivery standards and long-term investment decisions
Pursues and manages external funding opportunities to support accessibility improvements and capital enhancements
Leads the development and implementation of agency-wide accessibility policies and strategies that align with SFMTA’s equity and sustainability goals
Provides direction and mentorship to a multidisciplinary team of planners, analysts, and support staff
Establishes performance metrics, workflows, and accountability structures to strengthen team effectiveness and promote cross-departmental collaboration
Monitors relevant California Public Utilities Commission (CPUC) proceedings (including the Access for All Act and autonomous vehicle legislation) and submit agency comments on proposed rulings
Tracks federal, state, and local accessibility-related legislation to inform policy positions and ensure agency compliance
Builds and maintains strong relationships with disability advocates, riders, community groups, and government partners
Directs public engagement efforts to ensure accessibility initiatives reflect community needs and priorities
Oversees events, campaigns, and outreach programs that promote accessibility awareness and participation
Serves as the agency liaison with Office of Disability & Accessibility (ODA), San Francisco Public Works Disability Access Coordinator, and other citywide ADA Coordinators

Required

Possession of a baccalaureate degree from an accredited college or university
Five (5) years of professional-level experience in transportation related services or a related field interpreting and/or monitoring and/or enforcing accessibility legislation such as the Americans with Disabilities Act
Three (3) years supervising professional-level staff

Preferred

Masters degree from an accredited college or university
Proven leadership experience in public transportation, paratransit, mobility management, or a related field
Expertise in ADA compliance, accessibility standards, and equitable transportation planning
Strong skills in staff development, performance management, and cross-functional coordination
Demonstrated organizational skills, including the ability to effectively manage and prioritize multiple projects in a time-sensitive environment
Excellent communication, negotiation, and public engagement skills, including experience collaborating with people from a broad range of socioeconomic and ethnic backgrounds
Track record in federal funding acquisition, capital planning, and/or policy development
Commitment to equity, safety, sustainability, and improved mobility for all San Franciscans
