Oracle Analytics Cloud (OAC) Developer & Administrator
MSTS manages and operates the Nevada National Security Site for the U.S. National Nuclear Security Administration, focusing on high-hazard experimentation and incident response. They are seeking a Senior Applications Analyst to serve as an Oracle Analytics Cloud (OAC) Developer & Administrator, responsible for optimizing OAC performance, integrating external databases, and ensuring data security and governance.

Responsibilities
Monitor and optimize the performance of OAC dashboards, reports, and data models by fine-tuning queries, managing data caching, and implementing best practices for handling large-volume datasets
Troubleshoot and resolve performance issues related to report generation, data extraction, and database bottlenecks using tools such as SQL Tuning Advisor and Explain Plan analysis
Design and implement efficient data loading and extraction strategies (using tools like BICC or OIC) to manage data pipelines for large-scale data solutions
Advise on data partitioning, indexing, and materialized views to improve query execution speed and overall system responsiveness
Configure Remote Data Connectivity using the OAC Data Gateway for secure, live data access to on-premise data sources
Design solutions that blend data from various sources (Fusion SaaS, external databases, flat files) into cohesive datasets and visualizations for comprehensive analysis
Implement fine-grained access controls within OAC, managing application roles, catalog permissions, and data filters to ensure users only view data relevant to their security context
Configure security settings to ensure that the security model defined in the source Oracle Fusion Applications (e.g., HR role hierarchies in HCM, data access sets in ERP) is respected when accessing data via OTBI or BICC extractions
Utilize data masking and encryption best practices to protect sensitive or personally identifiable information (PII/PHI) within data sets and warehouses used for analytics
Define and document governance policies for OAC content lifecycle management, data lineage, and audit logging to meet regulatory requirements (e.g., SOX, GDPR)
Monitor data usage, access patterns, and policy compliance using OAC and OCI audit logs and reporting tools
Ensure system configurations adhere to established security zones and corporate security standards within the Oracle Cloud Infrastructure (OCI) environment
Leverage OCI compartment management for logical isolation of OAC instances and data resources to enhance security and governance posture
Leverage OAC's embedded ML and AI capabilities to build predictive models, perform anomaly detection, and generate data-driven insights
Utilize the OAC AI Assistant for natural language querying and data visualization generation to enhance user accessibility and productivity
Integrate and deploy Machine Learning models developed using tools like Oracle Machine Learning (OML) or Python/R into OAC dashboards to support advanced analytics and forecasting
Qualification
Required
US Citizenship is required for all positions
Bachelor's degree in a computer related field or equivalent computer related experience with at least 5 years of relevant, progressively responsible experience
Minimum of 6-8 years in BI and analytics, with at least 3-4 years specifically with Oracle Analytics Cloud (OAC)
Proven experience as an OAC Administrator, responsible for environment management, security, and lifecycle management tasks
Experience in designing end-to-end reporting solutions within the Oracle Cloud environment
Expertise in OAC development, data modeling, performance tuning, and integrating various data sources
Extensive experience connecting OAC to Oracle Fusion Cloud Applications (ERP/HCM) to access operational data in real-time
Deep familiarity with leveraging Oracle Transactional Business Intelligence (OTBI) subject areas and analyses as data sources within OAC datasets
Proficiency in utilizing BI Publisher (BIP) reports as data sources for more complex or pixel-perfect reporting requirements within the Fusion environment
Experience with BI Cloud Connector (BICC) for extracting data from Fusion SaaS into a data warehouse (e.g., Oracle Autonomous Data Warehouse) for blended, cross-functional reporting and data transformation
Understanding of the shared security model, where OAC can utilize the security permissions and role assignments established in the source Fusion applications
Proficiency in OAC components: Data Visualization, RPD modeling, Data Flows, and Data Sets
Expertise in Advanced SQL and PL/SQL
Familiarity with data warehousing concepts, including schema design, ETL/ELT processes, and database architecture for scalability
Hands-on experience in connecting OAC to a variety of external, non-Oracle databases (such as SQL Server or other cloud databases like Azure/Google) using native connectors or JDBC drivers
Experience with connection types, network security groups (NSGs), and private access channels within OCI to ensure secure and reliable communication between OAC and private or on-premise databases
Expertise in establishing and enforcing robust data security and governance frameworks across the entire Oracle Analytics Cloud and Oracle Fusion ecosystem
The primary work location will be at the Losee Road facility in North Las Vegas, Nevada
Work schedule will be 4/10s Monday through Thursday (subject to change)
Pre-placement physical examination, which includes a drug screen, is required
Must possess a valid driver's license
Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2
