Inspector
Texas Health and Human Services Commission (HHSC) is dedicated to positively impacting the lives of Texans. The Inspector (Auditor III) will conduct inspections and evaluations for the Office of Inspector General, focusing on preventing and addressing fraud, waste, and abuse in Medicaid and HHS programs.

Responsibilities
Contribute to the planning and execution of inspections, evaluations, and follow-up assessments of HHS programs, policies, and processes
Assist in the development, implementation, and management of inspections, evaluations, special projects, and other initiatives aligned with the overall mission, goals, and objectives of the OIG
Identify issues and conduct root cause analysis to develop recommendations that address the underlying causes of identified problems
Evaluate trends identified in inspections, evaluations, and follow-up assessments and propose solutions, including necessary revisions to policies and procedures
Engage in the composition and preparation of reports, ensuring compliance with quality standards in both oral and written communications
Preparing and reviewing information and documentation to ensure compliance with applicable standards, polices, and procedures
Actively participating in interviews and meetings and contributing to the documentation process
Collecting and analyzing data, under guidance, to identify patterns, trends, and potential issues
Assisting in the design and execution of sampling methodologies
Testing records and data to verify compliance with relevant policies and regulations
Detecting fraud, deficiencies in controls, or other instances of non-compliance with laws, policies, rules, and regulations
Ensuring that all evidence fully supports conclusions, observations, and recommendations
Identifying underlying principles or facts supporting information by breaking down complex data into logical components
Assisting in the development and preparation of agendas, emails, meeting notes, memos, reports, templates, testing sheets, and work papers
Ensuring all inspection and evaluation steps are completed and documented properly in compliance with standards and internal policies
Communicating and presenting oral and written information and results accurately, professionally, and concisely
Coordinating the review of management responses for completeness and responsiveness to inspection issues, observations, and recommendations
Working under general supervision with moderate latitude for initiative and independent judgment
Utilizing applications such as Microsoft Excel, Outlook, PowerPoint, Sharepoint, Teams, and Word effectively for daily tasks
Performing other duties as assigned to effectively contribute to the success of the organization’s mission and operational efficiency
Qualification
Required
A high school diploma or GED and at least eight (8) years of work experience in inspection, investigation, evaluations, auditing, social sciences, or another field
A Bachelor's degree from a college or university with major coursework in accounting; auditing; criminal justice; evaluations; social sciences; finance; information technology; public policy or related field is preferred; and at least four (4) years of work experience in inspection, investigation, evaluations, auditing, social sciences, or another field
Ability to filter information by identifying and analyzing relevant details which address the objective
Proficiency in planning and organizing work that meets timelines
Proficiency in researching, analyzing data, and evaluating criteria
Ability to clearly document findings, produce accurate work papers, and take accurate meeting notes
Ability to interview and ask follow-up questions
Ability to foster collaboration with stakeholders
Ability to assist in the development of project plans and timelines
Ability to use critical thinking for making informed and timely decisions
Ability to follow detailed procedures and processes and adhere to standards
Ability to identify the root cause of a problem and suggest solutions
Ability to identify data needed to address the objective
Ability to collect and analyze data
Ability to sample data fairly and accurately
Ability to draw well-reasoned conclusions based on data analysis
Ability to identify trends, relationships, and issues in data

Knowledge of, or ability to learn, the following apps - Business Objects/Power BI, CAPPS, TeamMate, Texas Administrative Code portal, and TIERS
