Human Resources Manager

Responsibilities

Develop and implement HR strategies aligned with organizational goals
Lead talent management initiatives including succession planning
Design compensation and benefits strategies within budget parameters
Create workforce planning strategies to meet business needs
Partner with leadership on organizational development
Drive culture and employee engagement initiatives
Supervise and develop HR team members
Set department goals and performance standards
Allocate resources and manage HR budget
Ensure efficient HR service delivery
Foster team collaboration and professional growth
Serve as final escalation point for HR issues
Ensure compliance with federal, state, and local employment laws
Maintain agency 'survey ready' status for regulatory inspections
Oversee workers' compensation and unemployment processes
Manage employee relations and investigation processes
Develop and maintain HR policies and procedures
Coordinate with legal counsel as needed
Oversee recruitment strategies and workforce planning
Monitor recruiting metrics and pipeline development
Design employee development and training programs
Implement performance management systems
Support leadership development initiatives
Ensure effective onboarding and orientation
Oversee HRIS management and data integrity
Monitor HR metrics and provide analytics to leadership
Manage vendor relationships (benefits, payroll, etc.)
Ensure accurate record-keeping and documentation
Support annual processes (reviews, benefits enrollment)
Participate in special projects as assigned

Qualification

Required

Bachelor's degree in Human Resources, Business, or related field
5+ years progressive HR experience with 2+ years in management
Strong knowledge of employment law and HR best practices
Proven leadership and team management skills
Excellent communication and interpersonal abilities

Preferred

Master's degree in HR or Business
PHR/SPHR or SHRM-CP/SCP certification
Experience in healthcare industry preferred
Experience with Residential Service Agencies
Knowledge of Maryland healthcare regulations
Experience with HRIS implementation/management
Multi-state HR experience
