The Washington State Department of Health is dedicated to safeguarding public health in Washington. The Compliance Officer will perform complex compliance monitoring activities for regulated health professionals, ensuring adherence to legal orders and sanctions placed on their licenses.

Government Administration

Responsibilities

Manage and prioritize compliance caseload activities and workload to ensure the respondents' timely completion of sanctions, reinstatement requirements and any additional actions necessary for respondents under disciplinary orders
Communicate with respondents about the sanctions and due dates in the order; provide timely reminders of due items; receive and evaluate documentation of completed sanctions; request and forward audit findings and supervisor reports to the disciplining authority for review and comment, and work with courts to obtain documentation of any probation requirements
Utilize HSQA’s database (currently ILRS), electronic files and MS Outlook to track sanction compliance & non-compliance. Accurately and timely record case-specific data for office reporting needs
Present cases to the disciplining authority for decisions regarding non-compliance, modification, reinstatement, or release
Provide technical assistance on compliance activities to the disciplining authority, program staff, staff attorneys, case managers and investigators, impaired practitioner monitoring programs, assistant attorneys general, and other DOH staff
Provide feedback to staff attorneys and paralegals on complex draft orders and provide recommendations on sanction language to ensure they are enforceable, compliable, and protect the public
Assist suspended respondents in completing the sanctions required for reinstatement and notify the reinstatement coordinator when sanctions are completed
Develop and maintain a list of pre-approved continuing education (CE) course skills and assessment providers, and other applicable education-related sanctions for disciplining authorities. Conduct research for respondents, staff attorneys, and programs on available CE courses that appear to meet the CE requirement sanction and provide findings to the requestor
Testify at hearings before health law judges on the compliance status of non-compliant respondents or when requests for modification are presented at a hearing

Required

One (1) or more years of experience in a health services program or health-care-related office in a higher-level administrative, regulatory, or legal capacity
One (1) or more years' experience educating the public on an administrative, health, or legal system
One (1) or more years of demonstrated experience using organizational skills, including the ability to handle many detailed tasks or projects simultaneously within specific timeframes or deadlines
One (1) or more years using entering, tracking, and maintaining information in a database
One (1) or more years of demonstrated experience in advanced verbal and written communication skills with licensees or respondents, boards, commissions, committees, or management
Basic-level experience using MS Word to create, format, edit, preview, print, and save documents; use standard functions to select, edit, copy, format, and spell check text; create bullet and numbered lists, indent and align paragraphs, and use bordering and shading features
One (1) or more years of using the internet to conduct research
Microsoft Outlook or similar calendaring and email software to send and receive emails, schedule meetings and appointments, and set tasks, and reminders
Six (6) months or more experience using Adobe Pro DC to edit and maintain portable document files (PDF)

Preferred

Six (6) months or more experience using the Department of Health's Integrated Licensing & Regulatory System (ILRS)
Six (6) months or more of complaint or case management experience in a health profession program experience in a health or legal arena
One (1) or more years' experience with the health care disciplinary systems and processes
One (1) or more years of experience reading, understanding, implementing, and explaining complex legal orders, legislation, or rules
One (1) or more years of experience using spreadsheet software such as Microsoft Excel to create, modify, print, and format spreadsheets, obtain reports, and work with basic formulas, data, and functions
One (1) or more years of experience reviewing documents, certificates, or course material related to continuing education for health care providers
