Responsibilities

Management of the Mobile Office Platform (MOP) for the Field Operations Bureau (FOB) and the Commercial Vehicle Division/Motor Carrier Safety Division (CVD/MCSD)
Management of the Computer Aided Dispatch (CAD) system
Management of the Records Management System (RMS)
Management of the Traffic and Criminal System (TraCS)
Coordinate with other agency business support groups such as Budget and Fiscal Services to develop effective budget plans and tracking
Plan and provide leadership for the technical teams when working on technical updates/fixes
Forecast the technical requirements of the applications this position supports
Coordinate with vendors, leadership, and business owners to provide a five-year roadmap for expenditures that include software and hardware updates, contract and maintenance renewals, value adds that require assessment and staff capacity
Provide all of the required documentation for the Admin Support team to ensure contracts are established and/or renewed promptly
Provide facilitation, guidance, and leadership to the technical teams as they work through technical issues, problem-solve, and find long-term solutions that meet the needs of the customers
Ensure technical teams provide open communication with stakeholders and peer teams within ITD that may have responsibilities or impact from work completed by the LEOS team
Provide management, review, and verification that team governance is formally maintained
Direct management of the MOP/CVD/MCSD, CAD, RMS, and TraCS supervisors and technical teams
Act as the liaison between LEOS, technical teams, and the business owners and users
Liaison with FOB, CVD/MCSD, Communications, and other divisions as the primary point of contact
Determine if modifications to currently installed software are needed to improve officer safety or efficiencies
Evaluate the supervisors and review unit staff evaluations
Provide leadership over problem-solving technical issues to ensure teams look for the long-term solution
Ensure ITD staff have a detailed understanding of the technology needs and priorities of their internal/external customer groups
Provide LEOS staffing capacity and workload analysis for future planning and potential added resource justification and/or realignment

Required

Bachelor's degree or higher in Information Technology (or a close related field) from an accredited institution OR six to eight years of experience working as a senior-level IT system administrator or application developer OR Associates Degree in Information Technology or similar technical degree and two years of equivalent IT experience
Four (4) years of senior-level experience (typically obtained through 10-12 years' experience) in at least one of the following disciplines: Computer hardware/software support, Project management, Law Enforcement Operations
Four years of supervisor and/or management experience with persons hired, evaluated, and disciplined
Demonstrated skills in the following: Leading, managing, coaching, and mentoring technical and/or business/professional staff, Strategic planning and organizational development, Communicating effectively across a broad range of personnel and management levels, Absorbing new and complex information quickly, Written and oral communication, Team building, negotiation, and conflict resolution
Competency in Microsoft Office (Word, PowerPoint, Excel). Further competency in Microsoft Visio and Microsoft Project is desirable
