Project Director / Program Manager (NDTAC)

They are seeking a highly motivated and experienced Project Director / Program Manager to provide overall leadership, strategic direction, and management for the National Technical Assistance Center (NDTAC) contract supporting the U.S. Department of Education.

Responsibilities
Provide overall leadership and strategic direction for all NDTAC activities, ensuring alignment with ED goals, contract objectives, and national priorities
Serve as the primary authority for program planning, execution, and decision-making across all workstreams
Establish annual and multi-year work plans, milestones, and performance goals in collaboration with ED
Lead continuous improvement efforts to enhance the quality, relevance, and impact of technical assistance services
Serve as the primary Point of Contact (POC) with the U.S. Department of Education, including the Contracting Officer’s Representative (COR) and Project Officer
Ensure full compliance with contract terms, deliverables, timelines, and performance standards
Oversee budget planning, labor management, and cost controls to ensure efficient use of federal funds
Approve staffing plans, level of effort allocations, subcontractor engagement, and major resource decisions
Identify and manage program risks, issues, and corrective actions to maintain contract performance
Oversee the design, delivery, and evaluation of high-quality technical assistance to State Educational Agencies (SEAs), local education agencies, and programs serving neglected or delinquent children and youth
Ensure TA products (e.g., toolkits, guidance documents, webinars, trainings, briefs, and online resources) are evidence-based, accessible, and aligned with statutory and regulatory requirements
Provide final review and approval of major TA deliverables and reports prior to submission to ED
Ensure all materials meet federal standards, including Section 508 accessibility and data privacy requirements
Provide executive leadership and supervision for project staff, consultants, and subcontractors
Delegate responsibilities to the Deputy Project Director/Deputy PM and other senior staff while maintaining overall accountability
Oversee hiring, onboarding, performance management, and professional development for project personnel
Foster a collaborative, inclusive, and high-performing team culture across geographically dispersed staff
Represent NDTAC in interactions with ED leadership, federal partners, national organizations, and external stakeholders
Lead high-level briefings, presentations, and discussions with ED and partner organizations
Cultivate and maintain strong relationships with national, state, and local partners supporting education services for neglected or delinquent youth
Ensure consistent, transparent, and timely communication with all stakeholders
Oversee data collection, performance measurement, and evaluation activities required under the contract
Ensure timely preparation and submission of all required reports, including quarterly, annual, and ad hoc reports to ED
Ensure compliance with all applicable federal regulations, policies, and guidance related to data security, confidentiality, and records management
Maintain readiness for audits, monitoring visits, and performance reviews conducted by ED or other federal entities
Qualification
Required
Master's degree in education, public policy, social sciences, public administration, or a related field
Minimum 10–15 years of progressively responsible experience managing federally funded education, technical assistance, or human services programs
Demonstrated experience serving as a Project Director, Program Manager, or Key Personnel on federal contracts or cooperative agreements
Extensive experience working with the U.S. Department of Education or comparable federal agencies
Experience with technical assistance or education policy initiatives
Strong leadership, strategic planning, and decision-making capabilities
Exceptional written and verbal communication skills, including experience leading federal briefings and authoring formal reports
PMP or similar certification a plus
Excellent written and verbal communication skills, attention to detail, and project management abilities
Proficiency with Microsoft 365 tools and project management platforms
Candidates must be highly organized
Preferred
Deep expertise in Title I, Part D and education programs for neglected or delinquent children and youth
Prior leadership of a national technical assistance center or large-scale TA initiative
Experience managing multi-million-dollar federal budgets and distributed project teams
PMP or equivalent project management certification
Experience with federal evaluation frameworks, performance metrics, and continuous improvement models
