Senior Counsel (Attorney III)

The California Department of Financial Protection and Innovation (DFPI) is seeking a Senior Counsel to join their Legal Division, specifically in the Securities Regulation Unit. This role involves reviewing and approving complex securities applications, conducting public hearings, and advising stakeholders on securities-related matters.

Responsibilities

Reviewing and approving complex and sensitive securities applications
Conducting public fairness hearings on securities transactions and issuing decisions in fairness hearings
Resolving compliance violations under the securities laws
Assisting in the promulgation of regulations
Assisting with the study of investment risks
Researching and drafting opinions
Developing and updating standards for the review of securities offerings and investor protection
Contributing to policy development for existing and emerging investment products and services
Monitoring emerging markets for digital assets and other novel investment products and services
Recommending principled oversight of market entrants
Advising and assisting stakeholders on securities-related matters
Coordinating with stakeholders
Monitoring changes to corporate laws, securities laws, and capital markets in the state
Updating management on trends and risks related to investing and capital raising in this state

Required

Active membership in The California State Bar
Five years of legal experience in the practice of law
Legal experience in the practice of law is defined as: (1) only that legal experience acquired after admission to any State Bar, or (2) experience as a judicial clerk for a federal court, California's state courts, or any other state's courts, or (3) legal experience acquired while practicing under a provisional license to practice law issued by the State Bar of California's Provisional Licensure Program
For an individual's judicial clerkship to qualify as 'legal experience in the practice of law,' the experience must have been gained after receipt of a Juris Doctor or equivalent degree
