The Texas Department Of Criminal Justice is seeking an E-Learning Developer II to perform highly complex instructional development and training work. This role involves designing, developing, delivering, and maintaining e-learning curricula and instructional technology through collaboration with subject matter experts.

Government Administration

Responsibilities

Designs, develops, and delivers blended classroom and online training courses to include customized instructional materials using a variety of tools and applications including audio, video, animation, narrated presentations, podcasts, webcasts, simulations, and virtual learning environment; plans course outlines and identifies appropriate instructional methods; and reviews drafts of e-learning course structures, text, video scripts, and visuals
Researches e-learning training methods and trends and collaborates with subject matter experts to develop and apply appropriate designs and to ensure the e-learning content requirements are implemented; develops assessment tools and methods to evaluate the completed interactive training product to include review training materials and evaluating delivery methods assessments; and works with subject matter experts and other divisions to develop online training modules and to identify e-learning training needs
Meets with team members to plan and design e-learning projects; instructs and explains traditional and accepted graphic design basics, concepts, and fundamentals to design team; and maintains an up-to-date knowledge of emerging technologies in conducting distance education to include software and hardware processes
Provides training to others; and provides problem solving and technical assistance to all agency staff on specialized training and platform adaptation

Required

Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE)
Two years full-time, wage-earning training, education, audiovisual equipment, instructional design, digital art, or educational technology experience
Knowledge of training and development procedures and techniques
Knowledge of e-learning tools, programming languages, and learning management systems
Knowledge of instructional design principles and techniques
Knowledge of learning design models and principles
Knowledge of applicable copyright and licensing requirements and state and federal laws, rules, regulations, and statutes
Skill to communicate ideas and instructions clearly and concisely
Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public
Skill to interpret and apply rules, regulations, policies, and procedures
Skill in administrative problem-solving techniques
Skill to assess distance learning training needs and formulate learning objectives
Skill to develop and evaluate training curricula, objectives, and requirements and effectiveness of delivery
Skill to plan, coordinate, and conduct distance learning
Skill to prepare and maintain accurate records, files, and reports
Skill in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, and presentation software programs
Skill in using applicable software and designing graphics and instructional content
Skill in the use of Articulate 360 or equivalent software program
Skill to train others

Preferred

Major course work in Instructional Design, Information Technology, Communications, Organizational Development, Education, or a related field preferred
Experience in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs preferred
Experience in the use of Articulate 360 or equivalent distance education software preferred
Experience in the use of webinar software preferred
Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred
