Responsibilities

Plans, reviews, and participates in the work of staff responsible for a variety of field customer service and water meter reading duties, meter replacements, construction inspection, locating, and maintenance tasks relative to assigned area of responsibility
Participates in the development of goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards, policies, and procedures; participates in the implementation of approved policies and procedures; monitors work activities to ensure compliance with established policies and procedures
Participates in the selection, training, and evaluation of assigned staff; works with employees to correct deficiencies; recommends and implements discipline procedures
Coordinates Construction Inspection activities, working with the Plan Check Engineer to ensure project inspections are properly documented. Works with Office Customer Service to ensure new account information is transferred
Establishes schedules and methods for providing assigned services; estimates job costs, materials, equipment, and staffing and resource needs; maintains inventory and allocates resources accordingly including assignment and scheduling of personnel, materials, and equipment for daily work projects
Participates in the preparation and administration of the assigned budget; monitors expenditures
Ensures appropriate permits and Underground Service Alert (USA) notifications have been obtained before start of projects; assists with planning and coordinating projects with the general public, other department personnel, contractors, and other agencies; attends utility coordination meetings with city representatives to review upcoming city projects
Oversees the development of large meter testing routes; coordinates with District’s contractor to ensure accurate tests and repairs on large meters in the system; responds to public inquiries, obstacles in the field, water service requests, customer complaints and emergency repair situations
Creates service orders; processes daily water reads to billing system; documents and updates information for distribution system atlas and related records; works with customer service to resolve billing issues
Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of water distribution and related field services; incorporates new developments as appropriate
Maintains a variety of records, logs, and reports; ensures the timely completion of preventive and predictive maintenance programs; ensures administrative code and all regulatory material, procedures, and flow processes are updated and maintained
Ensures staff observe and comply with all District and mandated safety rules, regulations, and protocols
Oversee the Water Distribution or Water Production sections in the absence of either Water Operations Supervisor

Required

Equivalent to the completion of twelfth grade, supplemented by vocational or technical training in water utility science, water distribution infrastructure maintenance and repair practices, mechanical maintenance and repair practices, or construction inspection. An associate degree is desirable
Five (5) years of increasingly responsible experience in water utility field customer service or water distribution including one (1) year providing functional direction
Possession of Water Distribution Operator Grade D3 Certification issued by State Water Resources Control Board (SWRCB). Ability to obtain D4 within one (1) year of appointment
Possession of Water Treatment Operator Grade T2 or ability to obtain within one (1) year of appointment
Must possess a valid US driver's license upon date of application
Experience with construction inspection and locating
Experience working with water meters and/or meter reading
Proficient with computer software systems (meter reading software, Microsoft Office, etc.)
Builds cooperative working relationships with others
Responds swiftly to change in a positive manner and adapt work methods
Explores options and pursues solutions until customers are satisfied
Makes tough decisions and hold others accountable
Sets a positive example, coaches and guides staff, and develops talents

Benefits

Holidays – Mesa Water provides full-time employees with 107 holiday hours per year, comprised of twelve observed holidays (96 hours) and (11) floating holiday hours.
Vacation – Employees accrue between eighty-eight (88) and one hundred and sixty (160) hours annually, depending on tenure. Accrued time is available to use after six months.
Sick Leave – Employees accrue ninety-six (96) hours per year, with no maximum accrual cap.
Retirement – Mesa Water employees participate in CalPERS retirement.
Cafeteria Plan Benefits – Employees receive a $2,400 “Flex Credit” allocation per month to be used towards health benefits including medical, dental and vision. Flex credits not used towards benefits may be taken as additional taxable non-“Persable” income.
Deferred Compensation – A voluntary Deferred Compensation Plan (Section 457) is available to employees through Empower Retirement. Eligible employees may receive dollar for dollar employer match up to 3.5% of salary per calendar year.
Flexible Spending Account (FSA) – Employees may participate in either or both of Mesa Water's Section 125 plan flexible spending accounts: Dependent Care Reimbursement (eligible upon hire) and Medical Expense Reimbursement (after one-year).
Life Insurance – Full-time employees are covered by $200,000 in group term life insurance paid by District (benefit decreases at age 65).
Long Term Disability (LTD) – Full-time employees receive District-paid LTD insurance coverage equal to 2/3 of salary ($12,000 maximum monthly benefit) after a 90-day waiting period.
Short-Term Disability – The District participates in State Disability Insurance (SDI).
Automobile Allowance – Management employees receive an Automobile Allowance per month.
9/80 Work Schedule – Employees are offered a 9/80 work schedule with every other Friday off.
Tuition Reimbursement and Educational Incentives
Salary Increases – Based on performance, new Mesa Water employees are eligible for merit step increases at 6-months and 12-months, and annually thereafter.
