Responsibilities

Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the Office of Administration
Serves as the USCIS National Utilization Officer (NUO) managing the agency's property reutilization program
Plans and conducts a wide range of qualitative and/or quantitative in-depth studies of processes, systems and programs to support USCIS excess property reutilization program
Provides corrective actions for property management staff based on internal control findings and physical and virtual site visit results regarding property reutilization, excess management, and disposal
Oversee excess and recycling logistics support services to all Headquarters (HQ) programs located in the National Capital Region (NCR)
Develops and shares best practices, briefings, alerts, and training to improve program efficiency and provide policy guidance and reminders
Applies policies, timelines, and methods to plan and manage excess property by reusing, transferring, donating or disposing it
Provides daily customer service, training and guidance to agency property centers on how to use, recycle, dispose of, or manage excess property
Supports management and staff, providing technical and analytical guidance to review accountability methodologies, policies, and procedures for reusing, and disposal of property

Required

You must be a U.S. Citizen or U.S. National to apply for this position
Successfully pass a Background Investigation including financial disclosure
You must pass a drug screening
You must submit resume and supporting documentation
Males born after 12/31/1959 must be registered with the Selective Service
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service
You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government
Experience managing an agency's property reutilization program and excess property program
Experience independently planning, organizing, and directing assessments, site visits, and personalized training efforts to ensure mission requirements are accomplished
Experience providing documentation, reconciliations, and reports to leadership monthly on excess management, agency-wide reutilization, and various property donation programs
Experience preparing and submitting annual reports on government personal property disposal results
Experience presenting informational material and training to a broad base
Applicants must be able to lift up to 50 pounds
There is no educational substitution at this grade level
