Responsibilities

Lead the design and implementation of Paid Leave strategies: crafting a forward-thinking learning strategy that supports employee growth, organization agility, and operational excellence
Direct Paid Leave’s knowledge management capabilities and practices: lead the development and stewardship of knowledge management systems that support organizational learning, efficiency, and continuity
Supervise and develop the Learning and Knowledge Management program staff: Provide leadership, coaching and performance management for staff
Deliver Instructor Led Training: facilitate engaging, interactive training experiences that reflect adult learning principles and DEED’s commitment to equity and accessibility

Required

Four (4) years of experience leading learning strategy, implementation, and driving results for training, development, and efficiency with at least two (2) of those years supervising a team in meeting learning and development business needs
Bachelor's degree in Human Resources Development, Organizational Development, Instructional Design, Education, or other closely related field as determined by the agency may substitute one (1) year of experience; Master's degree substitutes for eighteen (18) months of experience
Experience using principles, practices, techniques of adult learning, needs assessments, curriculum development, delivery, and evaluation and measurements
Experience designing, developing, and delivering engaging and accessible learning experience across multiple modalities (e.g., in-person, virtual, asynchronous)
Experience planning, organizing, and problem-solving large projects, prioritizing, and making recommendations or decisions on the direction of a project

Preferred

Experience working in local, county, or state government
Experience leading a new initiative that includes integration with numerous partners
Experience managing learning management systems (LMS), content authoring tools (e.g., Articulate, Adobe Captivate), and knowledge-sharing platforms (e.g., SharePoint, Confluence)
Experience developing and implementing comprehensive change management strategies aligned with organization goals
Ability to foster psychological safety and inclusive team dynamics
Preferred candidates will have a variety of experiences working effectively with others from different backgrounds and cultures
