Administrative Liaison

Responsibilities
Directly responsible for Locally Engaged Staff (LES) pay, entitlements, security processes, job announcements and other LES related personnel actions
Manages and executes personnel-related overseas allowances, entitlements and hiring actions
Assists with Risk Management and Internal Control (RMIC), staffing Memorandums of Agreements (MOAs) and Memorandums of Understanding (MOUs), and other support agreements with U.S. Embassies
Advises on matters with the State Department International Cooperative Administrative Support Services (ICASS) (MOUs workload counts, ensure correct charges against the Agency)
Participates as part of a team in appropriate problem-solving methods and techniques, provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution
Analyzes multiple sources of data, formulates trends, and consolidates data into comprehensive reports that include recommendations for improvements within the Command to ensure compliance with DCMA policy, DoD Instructions, and Federal regulations
Oversees the accounts for Direct and Reimbursable Mission Travel, Other Contracts, Leased vehicles, Rent/Communication/ Utilities, Supplies, Overtime, and Awards

Security Requirements: Non-Critical Sensitive with Secret Access
Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal
Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service
Pre-Employment Physical Required
Passport/Visa for selectee and family members may be required
Immunizations for selectee and family members may be required
Must be able to obtain and maintain a Government Travel Charge Card (GTCC)
Tour Length: 36 Months Accompanied
One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position
To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector
Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement
Creditable specialized experience includes: Conducting individual country-specific training sessions, to include providing travelers with requirements and information for international travel and informing on benefits and local resources
Reviewing internal processes to determine effectiveness and recommending improvements
Providing program administration of pay, government travel, entitlements and allowances, security processes, or personnel actions
Assisting and facilitating in the execution of organization budget activities
