Contractor Special Security Officer - 2024043
The Software Engineering Institute at Carnegie Mellon University is seeking a Contractor Special Security Officer to join their Security group. This role involves managing personnel security and collateral security components, ensuring compliance with various government security requirements.
Responsibilities
You will need to have experience building and providing security briefings including clearance indoctrination, foreign travel, security awareness, and refresher training to individuals and groups
Maintain an advanced level of situational awareness regarding current SEI security matters as well as the evolving rules of engagement instructed by government security authorities and established government, CMU, and SEI policies and standard practices
Experience in handling the production, storage and transmission of classified documents, media and materials
You will be expected to prepare the required documentation for cleared personnel and process security clearance applications; working with the applicant and agency to resolve any problems regarding the application
Establishes and maintains personnel security files for all SCI eligible personnel
You will be responsible for self-inspections of the SEI Personnel Security Program, identifying and resolving issues prior to DCSA and other customer inspections
Identify potential security incidents or violations, investigate and report to resolve any threat to classified information or deviation from NISPOM, DCID or ICD requirements is quickly contained/addressed
Experience managing the inventory and maintenance of safes, locks, and closed area management
May on occasion require after-hours and weekend duty or response to emergency situations
Qualification
Required
Bachelor's degree in Law Enforcement, Intelligence, Management related fields or an equivalent combination of training and experience
The ability to obtain and maintain a DoD Top Secret clearance and ICD 704 eligibility for continued employment
Three (3) to five (5) years of experience in a security operations position in the industrial security field supporting the DoD or Intelligence Community
Knowledge concerning the NISPOM, DD- 254 requirements, Common Access Cards (CACs), Security Systems including CCTV, Access Control and Alarm Systems
Prior experience with ID Badging Systems
Infrequent travel to SEI and CMU locations is required; around 15%
Demonstrates well-developed analytical, organization and problem solving skills; knowledge of general and security specific regulations, policies and practices
Provide high level of support to both internal and external customers
Skill to analyze data and situations, identify trends, summarize results, and make recommendations based on findings
Excellent oral and written communication skills
Proficiency in Microsoft Word, Excel, PowerPoint and relative Personnel Security systems such as DISS, e-QIP and other personnel security systems
Maintain confidentiality of sensitive security records
Ability to work as part of a team to accomplish goals and objectives
Infrequent work in building construction areas. Work in access-restricted areas – SCIFs and server room installations
Preferred
Professional training and certifications in Department of Defense National Industrial Security Program (NISP) including personnel security matters; Defense Counterintelligence and Security Agency (DCSA) training including Understanding the Security curriculum
Certified Protection Professional (CPP), Physical Security Professional (PSP) or Industrial Security Professional (ISP) professional certification
Prior experience resulting in established liaison contacts with federal, state and local law enforcement agencies and intelligence community
Prior experience conducting background investigations for US Government agencies
Handling SCIF construction and accreditation
Experience with the Security Information Management System (SIMS) software application
Applied knowledge of all aspects of the DoD National Industrial Security Program (NISP) and work in an SCI and/or SAP environment
