Engineering Specialist I

The Engineering Specialist I position serves as the Pavement Specialist, responsible for monitoring compliance with the QMS Asphalt Program and ensuring the quality of pavements through various assessments and audits.

Responsibilities

Monitors and audits Division and Contractor adherence to the QMS Asphalt Program for compliance with specifications
Serves as the main point of contact for Department project personnel and pavement contractors on materials and placement issues
Monitors and interacts with field personnel involved with the testing and construction of pavements
Ensures the quality of pavements by making and approving necessary mix adjustments based on field test results
Audits asphalt plants and testing laboratories for annual certification
Provides instruction in the Department’s certification programs
Responsible for assessments and qualification of testing personnel from contractors and the Department

Required

Ability to lift 60 pounds and traverse uneven and rough terrain
Make fine visual distinctions in measurements and test results
Ability to safely navigate hazardous work situations on highway construction projects and material stockpiles while following established in-house safety procedures
This position requires the ability to establish expectations and clear directions for staff to meet the goals and objectives of the work unit
Must be able to legally operate a state vehicle
Associate's degree in an applicable area of engineering technology from an appropriately accredited institution and six (6) years of progressive technician experience; or High School or General Educational Development (GED) diploma and eight (8) years of progressive technician experience; or an equivalent combination of education and experience

Preferred

Demonstrated ability to inspect the material properties of asphalt, and aggregate materials used in pavement construction
Demonstrated ability to assess proficiency of technicians to ensure compliance with established testing and inspection methods
Demonstrated ability communicating effectively with various internal and external customers related to inspection, sampling, testing, and certification
Demonstrated ability analyzing findings and using sound judgment when recommending corrective actions based on materials investigations, technician assessments, and audits
Experience reviewing employees' decisions regarding the inspection and analysis of materials, including evaluating inspectors' reporting and work scheduling capabilities
