Responsibilities
Lead and support all aspects of the preparation of the Annual Comprehensive Financial Report (ACFR), including notes, schedules, exhibits, and the Letter of Transmittal
Draft and review Management’s Discussion & Analysis (MD&A) and supporting documentation
Coordinate with internal departments to collect, review, and validate financial data for ACFR reporting
Ensure ACFR completeness and accuracy by managing and validating against ACFR checklists
Educate, guide, and support staff involved in ACFR compilation and reporting activities
Provide guidance and hands-on support for the implementation and/or ongoing reporting of GASB standards, including but not limited to: GASB 87 – Leases, GASB 96 – Subscription-Based IT Arrangements, GASB 94 – Public/Private Partnerships, GASB 101 – Compensated Absences, GASB 103 – Financial Reporting Model Improvements, GASB 104 – Capital Asset Disclosure Requirements
Perform technical accounting research and prepare accounting position papers and recommendations
Advise on accounting treatment, disclosures, and financial statement presentation
Serve as a key point of contact for external auditors and regulatory agencies
Support financial audits and reviews by cataloging documentation and preparing audit responses
Organize, compile, and track audit deliverables and follow-up requests
Qualification
Required
Bachelor's degree in Accounting, Finance, or related field (CPA strongly preferred)
7+ years of progressive experience in government or public-sector financial reporting
Demonstrated, hands-on experience preparing and finalizing an ACFR
Strong working knowledge of GASB standards, including recent and emerging pronouncements
Proven experience writing MD&A and complex financial statement disclosures
Experience supporting external audits and financial reviews
Advanced technical accounting research and documentation skills
Preferred
Experience with large public entities, transit authorities, or quasi-governmental organizations
Background in public accounting or government advisory (Big 4 or similar)
Familiarity with complex lease, IT subscription, and P3 arrangements
Strong Excel and financial reporting systems experience
