Responsibilities

Determine legal wage obligations across all California jurisdictions and job types, including:
State, city, county, airport, and port minimum wage requirements
Daily, weekly, and double-time overtime rules
Travel time, reporting time, on-call, standby, and split-shift pay
Prevailing wage classifications and determinations
Fringe benefit crediting and calculations
Apprenticeship ratios and compliance requirements
Identify gaps between payroll output and legal wage obligations
Serve as the primary compliance contact for all California labor enforcement matters, including:
DLSE wage claims
Public Works audits
Notices to Withhold and Withholding of Contract Payments
Civil Wage & Penalty Assessments (CWPAs)
Apprenticeship violations
Debarment warnings or proceedings
Prepare and manage responses to enforcement agencies without admitting liability and within statutory deadlines
Analyze and reconcile:
Public agency contracts (e.g., transit authorities, municipalities, ports, airports)
Labor compliance exhibits and wage determinations
Union agreements and trust fund obligations
Subcontractor labor compliance requirements
Map contractual obligations against:
California Labor Code
Title 8 regulations
DIR determinations and guidance
Local wage ordinances
Identify underpayment risk created by contract language, even when payroll followed the contract as written
Lead restitution and correction efforts when underpayment is identified, including:
Back-wage calculations by employee, classification, and period
Interest, penalties, and statutory add-ons
Restitution spreadsheets and audit workpapers
Check registers and proof of payment
DIR certifications and formal responses
Ensure restitution is completed accurately without triggering additional liability
Advise leadership, payroll, operations, and contracts teams on California wage compliance
Review labor compliance procedures and recommend risk-reduction improvements
Support proactive compliance for new California projects and contracts

Required

5+ years of direct experience in California wage & hour compliance
Demonstrated experience with DIR / DLSE enforcement, audits, or claims
Strong working knowledge of: California Labor Code
Strong working knowledge of: Title 8 regulations
Strong working knowledge of: Prevailing wage law and public works compliance
Experience handling wage restitution, back-pay calculations, and audit responses
Ability to interpret and reconcile contracts, wage determinations, and statutes
Extreme attention to detail and documentation accuracy

Preferred

Public works or government-contract compliance
Transit, infrastructure, construction, or regulated services environments
Apprenticeship compliance and trust fund reporting
Prior experience responding to CWPAs or withholding notices
Experience preventing or mitigating PAGA exposure
