Senior Business Analyst (Remote - US) Dept of VA

Keeper Inc. is currently seeking a Senior Business Analyst to support the Veterans Legacy Memorial contract with the Veterans Affairs Administration. The analyst will serve as a subject matter expert, capturing and defining business requirements, and working closely with stakeholders to improve strategies and recommend process improvements.

Responsibilities

Collaborates with Product Owner to determine scope and vision of each release, PI and help in sprint planning
Ongoing creation of Strategic Objectives, Themes and Initiatives in JIRA with input from Product Owner and OI&T Project Manager
Elicits, analyzes, specifies, and validates business requirements with Business owner and other stakeholders
Work with Product Owners and Scrum Teams in requirements decomposition into epics and stories, backlog refinement, and breakdown of user stories and tasks
Interaction with stakeholders and SMEs in support of the Product Owner to prioritize requirements in the backlog
Works directly with OIT team and Product owner and other contractor teams to track customer needs, questions, and related work items
Identifies and establishes scope and parameters of requirements analysis on a project-by-project basis to define project impact, outcome criteria, and metrics
Analyzes and verifies requirements for completeness, consistency, comprehensibility, feasibility, and conformity to standards
Develops and utilizes standard templates to write requirements specifications accurately and concisely, and can modify them to support specific systems objectives
Translates conceptual customer requirements into functional requirements in a clear manner that is comprehensible to developers/project team
Creates process models, specifications, diagrams, and charts to provide direction to members of the scrum to help guide execution of activities
Work closely with Design team to determine mockups required for development and business approval
Participate in application testing alongside SQA team

Required

10+ years of Business analyst experience in capturing requirements for a large IT web application
10+ years' experience in documenting workflows, data flows, testing the application, training the end users and implementation
10+ years of experience in performing gap analysis, IT risks analysis, operational and regulatory risks analysis
5+ years of experience in systems analyst role working with large scale environments
5+ years of experience in capturing Application User Interface (UI) requirements
Strong oral and written communications
Strong client-relationship building, analytical and team building skills
Comprehensive interpersonal skills
Senior-level problem solving skills
Expert knowledge of and experience working with JIRA
Experience with Agile and/or Scrum methodologies
Experience operating in an agile environment like Scrum or Scaled Agile framework environment (SAFe)
Experience with tools such as Github, Confluence, Service Now, Collaboration tools like Sharepoint Site, Teams channels etc
Experience supporting public-facing web applications with a large userbase
Experience with capturing Reporting requirements using tools like Tableau, PowerBI

Preferred

Candidates with current or previous Veterans Affairs access (PIV card) will be prioritized
Experience supporting Veterans Affairs, or any Federal agencies is preferred
