Management Analyst I - Property Management/Accounts Payable Unit

Responsibilities

Participates in the formulation, execution and control of operating, capital, and grant budgets
Researches and gathers budgetary data
Prepares budget requests, justifications, and related fiscal documents
Formulates budget proposals. Prepares budget projections
Ensures that expenditures are within appropriations and spending guidelines
Facilitates the procurement of goods, services, supplies, and equipment
Reviews purchase requests and requisitions
Provides advice and guidance to agency staff regarding purchasing activities
Prepares and presents comprehensive reports and memorandums
Prepares grant application submittals
Monitors grant expenditures to ensure they are in accordance with guidelines and appropriation balances
Prepares and processes contracts
Assists in the oversight of contracts and the billing of contractors
Participates in special projects as required
Performs other related duties as required

Required

Graduation from an accredited college or university with a bachelor's degree, preferably in business administration, public administration, economics, or a related field
Additional experience involving the analysis and evaluation of budgets, systems, policies and procedures, organizations, and programs may be substituted on a year-for-year basis up to a maximum of four years for the required education
Knowledge of the principles and practices of public and business administration
Knowledge of the principles and practices of budgeting and statistical data analysis
Knowledge of current offices practices, procedures, and systems
Knowledge of English grammar and usage
Skill in the use of personal computers and office software packages
Skill in formulating, executing, and controlling budgets
Skill in analyzing expenses, revenues and other budgetary data
Skill in researching, analyzing, and reporting on management issues
Skill in performing fiscal analyses of proposals
Skill in performing statistical analysis of data
Skill in administering contracts and grants
Applicants are required to submit proof of education, certifications and licenses beyond high school to meet the required and preferred qualifications of the position
