Civil Inspector
Coalesce Management Consulting is seeking a Civil Inspector to oversee utility construction activities. This role involves ensuring compliance with safety regulations, approved plans, and specifications while coordinating with various stakeholders on electric, gas, steam, or telecommunications infrastructure projects.

Responsibilities
Inspect and monitor utility construction activities including electric, gas, steam, duct bank, conduit, manhole, vault, and related civil work
Ensure contractor compliance with approved plans, specifications, safety requirements, environmental regulations, and company standards
Enforce OSHA, NYS, and NYC safety regulations; stop work when unsafe conditions exist
Verify materials, equipment, and installation methods meet project and utility standards
Review daily work activities, quantities installed, and field changes
Document field conditions through daily reports, photographs, and inspection logs
Track project progress and report schedule impacts, delays, or conflicts
Coordinate with contractors, utility operations, engineering, municipalities, inspectors, and other stakeholders
Review and confirm restoration of streets, sidewalks, and surrounding property
Identify and escalate quality issues, non-conforming work, and constructability concerns
Support testing, inspections, and commissioning activities as required
Assist with punch lists, closeout documentation, and final acceptance
Qualification
Required
High school diploma or GED required; associate degree or technical training preferred
Minimum 3–5 years of experience inspecting utility or heavy civil construction projects
Working knowledge of electric, gas, or underground utility systems
Familiarity with NYC DOT, DOB, DEP, and other local agency requirements
Strong understanding of construction drawings, specifications, and field documentation
Knowledge of OSHA and construction safety standards
Ability to work outdoors in all weather conditions and navigate active construction sites
Valid driver's license
Preferred
Experience working for or with a large regulated utility
NICET certification or equivalent inspection certification
Experience with concrete, asphalt, trenching, shoring, and utility restoration
Proficiency with mobile inspection tools, tablets, and reporting software
Union or prevailing wage project experience
