Senior Cost Engineer

They are seeking a Senior Cost Engineer to oversee project cost control, forecasting, and reporting for the MTA’s Second Avenue Subway Project, ensuring compliance with budgets and contractual requirements while providing insights for decision-making.

Responsibilities
Develop, maintain, and control detailed cost estimates, forecasts, and budgets across all phases of the project
Ensure tracking, forecasting, and progress monitoring meet specific project and contractual requirements
Oversee Earned Value Management (EVM) systems to measure performance against baseline budgets and schedules
Conduct in-depth cost variance analysis to identify trends, risks, and mitigation strategies
Coordinate with project controls, construction, procurement, and engineering teams to align scope, schedule, and budget
Participate in project handover and kickoff meetings to establish cost control procedures and accountabilities
Ensure consistent use of cost control tools, processes, and reporting templates across the project or portfolio
Supervise the implementation of Work Breakdown Structures (WBS) and project coding for control and integrity of work
Prepare and update comprehensive cost reports, cash flow projections, and financial dashboards for internal and external stakeholders
Conduct advanced financial analysis, ensuring accurate cost allocations and account coding
Generate executive-level presentations and performance summaries for senior management and clients
Support the review and evaluation of change orders, design changes, claims, and contract modifications for cost implications
Contribute to risk registers and mitigation plans by providing expert input on cost-related risks
Monitor and control commercial risks, providing recommendations for corrective actions when needed
Provide mentorship, guidance, and technical oversight to junior and mid-level cost engineers
Supervise and develop cost control staff, fostering a culture of continuous improvement and collaboration
Identify and implement improvements to cost engineering tools, processes, and procedures
Ensure compliance with project-specific contractual obligations, industry standards, and regulatory requirements
Document all cost control activities in accordance with internal and external audit standards
Qualification
Required
Bachelor's degree in Civil Engineering, Construction Management, Finance, or related technical discipline required
Minimum 8–10 years of progressive cost engineering experience in large-scale construction or infrastructure projects
Demonstrated expertise in cost modeling, risk management, and cost control methodologies
Deep knowledge of construction cost databases, market trends, and cost estimating techniques
Proficiency with cost management systems, Earned Value Management (EVM), and scheduling software (Primavera P6 preferred)
Strong analytical and problem-solving skills with the ability to synthesize complex cost data into actionable insights
Excellent communication, leadership, and team management skills
Strong knowledge of 'Earned Value Management' principles
Proven experience and ability in financial analysis, budgeting, forecasting, estimating, and cost control
Proven ability to effectively lead Cost Control staff
Proven strong analytical skills
Ability to work effectively with all levels of management and employees
Preferred
Professional certification (e.g., CCP – Certified Cost Professional, PMP – Project Management Professional)
