Intermediate Accountant

Responsibilities
Serve as DMH’s payroll liaison with OA Accounting payroll staff
Serve as DMH’s payroll expert. Must be able to obtain extensive knowledge of the State of Missouri payroll process in order to assist with questions, problems, or issues they encounter
Process and submit documentation to OA Accounting for various payroll adjustments that are needed to correct payrolls. This includes 1PAY (adjustment to an employee’s dollar-based pay that is to occur one time only), OPAY (adjustment to an employee’s dollar-based pay that is to occur over multiple pay periods), 1DED (adjustment to withholding amounts for pre and post-tax deductions), PEND (adjustment to pending payments), and PDED (adjustment to pending deductions). Assist with other payroll issues, these include, but are not limited to, garnishment, federal levy, child support, federal lock in letters and direct deposit application questions and issues
Process and submit DMH supplemental payroll requests. Includes reviewing requests for accuracy and completeness prior to submitting to OA for processing
Process and submit payroll accounting adjustment (DMH PACC) documents to OA Accounting for processing. Must be familiar with funding information in order to accurately process PACCs
Assist in the process of Central Office payroll. Work closely with CO HR staff and Financial Analysis/Payroll Unit Fiscal Manager to ensure employees are paid accurately and timely
Reports and tasks must be completed timely and accurately
Assist new staff in payroll and/or HR units at facilities when training is needed on payroll issues
Calculate adjustment to withholding amounts (1DED) for retirees’ Deferred Comp deductions for Central Office employees and facility employees as requested
Work on assigned tasks related to the new State of Missouri Accounting System
Participate in cross-training within the Accounting Unit
Other duties as assigned
Qualification
Required
Possess knowledge of generally accepted accounting principles, standards, and practices
Ability to investigate, interpret, and analyze data and exercise sound judgement in arriving at conclusions
Ability to maintain discretion and the highest ethical and professional standards while managing confidential information
Express information effectively, using clear and convincing oral and written presentations; and respond appropriately
Possess a high level of initiative, effort and commitment towards completing assignments in a timely manner; and have the ability to stay organized
Anticipates and meets the needs of both internal and external customers
Is thorough when performing work and conscientious about attending to detail
Bachelor's degree with a minimum of 12 credit hours in accounting or finance; AND 2-4 years of relevant experience including using Microsoft Excel, Microsoft Access, and the ability to interpret Generally Accepted Accounting Principles (GAAP)
