IT Service Planning and Development Consultant

The Executive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. The IT Service Planning and Development Consultant is responsible for establishing a new function focused on financial and demand management for IT services, collaborating with various stakeholders to improve service adoption and financial accountability.

Information Technology & Services

Responsibilities

Provide recommendations on how to build out an IT business office that coordinates annual business planning and is a source of information on key IT financial metrics and best practices. Identify gaps and needs inherent to current practices
Partner with Finance and IT leadership to define and implement FY28 cloud and hosting chargeback/show back services
Help identify and document new services
Work with service teams to identify direct service costs and develop/revise service cost models
Collaborate with service and customer teams to define billing and consumption metrics aligned to service usage and value
Capture and forecast demand for cloud and hosting services in partnership with service and customer stakeholders
Assist with rate setting
Develop and deliver standard financial and usage reporting for services
Support cloud and data team FinOps practices, including cost allocation, optimization and providing expertise to ensure visibility into cost savings initiatives across Secretariats
Participate in presenting new and updated services, including cost models, to the Advisory Board/Council

Required

At least 8 years of experience in IT Financial Management (ITFM), Service Management, and FinOps, with the ability to bridge the gap between technical operations and fiscal responsibility
Strong working knowledge of cloud computing architectures and the associated cost models required to manage modern, scalable infrastructure
Demonstrated success in building collaborative relationships across Finance, IT Operations, and customer-facing teams to ensure organizational alignment
Proven ability to design, launch, and mature new business functions, operating models, and streamlined processes from the ground up
Exceptional communication and stakeholder engagement skills, with a focus on facilitating productive dialogue and driving consensus among diverse groups
Proficiency in capturing demand forecasts and translating raw usage data into standard financial reporting that provides actionable insights for stakeholders
Demonstrated ability to develop complex service cost models, identify direct service costs, and establish equitable rate-setting structures for enterprise-level IT services
Ability to conduct gap analyses on current business practices and implement best-practice solutions to bridge operational needs
Advanced proficiency in financial modeling tools (Excel/Power BI/Tableau) and familiarity with cloud billing management tools (e.g., AWS Cost Explorer, Azure Cost Management, or Apptio)
