Paralegal
The N.C. Office of the Commissioner of Banks is responsible for the regulation of financial institutions in North Carolina. They are seeking a journey level paralegal to support agency attorneys by providing legal support, analysis, and guidance on financial institution supervision.

Responsibilities
Coordinate with the NCCOB legislative liaison, senior staff, and attorneys to monitor state and federal legislation pertaining to financial institution supervision
Prepare and review corporate filings for supervised entities and coordinate with internal and external stakeholders to ensure accuracy and completeness of all supervised filings
Under direction of supervising attorney, prepare correspondence, orders, and final agency decisions
Provide support to hearing officer in the course of administrative hearings and help prepare preliminary hearing documents
Analyze and research moderately complex issues of law and assist in the drafting of motions, orders, and other case documents
Organize case records and coordinate work with other staff members
May serve as the agency records custodian and serve as a liaison with the Department of Natural and Cultural Resources on records related issues including agency retention schedules
Administer proceedings related to bond claims and the collection and distribution of civil money penalties
Qualification
Required
Graduation from an appropriately accredited institution for paralegal training and three years of experience as a paralegal
Bachelor's degree from an appropriately accredited institution and three years of substantive paralegal experience
High school or General Education Development (GED) diploma and seven years of paralegal experience performing delegated, substantive legal work
An equivalent combination of education and experience
Comprehensive knowledge of resources needed to stay current in area of practice and a conceptual understanding of financial regulation
Ability to operate a variety of word processing, spreadsheet, database, presentation, research, e-mail software, videoconferencing, and legal project management applications
Ability to establish procedures to collect, review, and maintain information
Ability to provide comprehensive management for multiple cases or projects including those involving complex issues
Ability to coordinate the work of others, possibly the efforts of staff in other work units
Ability to work independently
Comprehensive knowledge of the area of law, judicial procedures, and administrative hearings
Ability to independently follow legal procedures that may involve complex matters
Ability to manage tasks or staff involved in legal proceedings
Comprehensive knowledge of case law, statutes, and legislation
Comprehensive knowledge of legal terms and definitions, including those relevant in more complex matters
Ability to study and apply primary and secondary legal authorities
Ability to independently pursue relevant issues and recommend application of findings
Ability to study and evaluate case law to support arguments involving complex issues without specific precedent or extending beyond the familiar parameters of North Carolina and federal law
Ability to independently direct workflow and office activities
Ability to manage and coordinate tasks of others to achieve work goals
Preferred
Extensive litigation experience
Experience in complex regulatory compliance at the state or federal level
Lexis-Nexis or Westlaw training and experience
