Procurement Specialist II

Ontario International Airport is a growing hub in Southern California, seeking a Procurement Specialist II to support its procurement activities. The role involves managing formal solicitations, facilitating evaluation panels, and coordinating procurement activities across multiple departments to ensure compliance with policies and procedures.

Responsibilities

Independently draft, post, and administer formal solicitations using OIAA’s procurement platform, including coordination with departments to finalize scope, specifications, and evaluation criteria
Facilitate pre-bid and pre-proposal meetings, manage vendor questions, issue addenda, and ensure compliance throughout the solicitation process
Manage supplier submissions, coordinate evaluation activities, support evaluation committees, and document scoring and outcomes to ensure a fair and transparent process
Prepare award recommendations, internal approval documentation, and required Commission materials
Coordinate procurement activities with Legal, Risk Management, and Contracts support review and execution of procurement documents
Maintain procurement records in applicable systems and ensure all documentation is complete, accurate, and audit-ready
Assist with review, processing, and approval of purchase orders and requisition to ensure compliance with procurement policies
Support supplier onboarding activities and assist with responding to inquiries received through the Procurement inbox
Attend and support supplier outreach events, and informational sessions to promote OIAA procurement opportunities and processes
Analyze procurement data and prepare reports, presentations, and summaries using tools such as Excel, PowerPoint, and other applicable systems to communicate results and recommendations
Provide guidance and technical assistance to departments regarding procurement policies, procedures, and best practices
Perform or assist with training on OIAA’s bid and solicitation platform for internal users and evaluation committee members
Serve as subject matter expert and super-user for procurement systems, including providing training and support to OIAA staff
Review cooperative and piggyback procurement opportunities in accordance with OIAA Procurement Manual
Perform related duties as assigned, including supporting departmental operations, system enhancements, and emergency or operational needs
May Provide purchasing related training as a subject matter specialist and super-user of Workday
Does related work as required
May occasionally be assigned to other duties for training purposes, technological changes, or deficiencies or for emergency response

Required

A High School Diploma or a recognized equivalent is required
A minimum of three (3) years of progressively responsible experience in processes related to formal solicitation, competitive purchasing, contracts, or related field is required
High proficiency in Microsoft Office Suite including Word, Excel, Outlook, and Power Point, and direct experience utilizing Workday
Valid Driver's License equivalent to a California Class C Driver's License
Acceptable driving record at time of appointment and throughout employment
Ability to pass all background/reference checks, knowledge examinations, as well as aptitude tests necessary to obtain an OIAA employee badge at ONT
Possess subject matter experience and a track record of accomplishment in all or many of the disciplines outlined previously in this job description
Possess strong written and oral communication skills
Strong customer service skills and the ability to interact professionally, effectively, and courteously with employees, vendors, and the general public in an international aviation environment
Ability to develop and follow written and oral instructions
Knowledge of the principles and practices of procurement for a government entity
Knowledge of statistical analysis and research methods and techniques
Ability to manage multiple priorities, exercise sound judgment, and meet deadlines in a fast-paced environment with minimal supervision
Ability to apply policies and procedures fairly and consistently
Ability to evaluate and prepare clear and concise reports
Ability to apply technology to streamline systems and processes
Ability to understand and apply complex policies and procedures
Ability to think creatively and solve complex problems while remaining compliant with rules and regulations

Preferred

An Associate's Degree in Business Administration, Public Administration, or a related field is highly desirable
Previous experience working at a commercial airport is desirable
