Workforce Development Manager
Apache Industrial is looking for a Workforce Development Manager who will play a crucial role in the craft hiring, training, and certification processes. This position involves managing the apprenticeship program, ensuring compliance with NCCER standards, and developing a competitive workforce through effective training and recruitment strategies.
Responsibilities
Owns the administration of the Apache Apprenticeship program, including identifying potential candidates, instruction of apprenticeship classes, through graduation and onboarding
Identifies and interacts with potential craft candidates on social media and professional networks (e.g., LinkedIn, Facebook, Instagram, etc.)
Develops talent pipeline for future hiring needs by identifying qualified candidate profiles using various sourcing techniques
Attend career fairs, online job fairs and community network events, representing the Apache brand to promote our brand and attract top talent
Develops apprenticeship advertising programs (internal and external) in coordination with the Marketing & Communications team to ensure high visibility with potential candidates
Communicates with Area Managers and Project managers by conducting candidate alignment meetings to understand workforce needs and skills needed, advise on best hiring strategy, conduct interviews, and provide hiring recommendations
Serve as the internal NCCER program Master Trainer: oversee training delivery, assessments, performance verification, and registry submissions
Ensure compliance with NCCER standards, instructor qualifications, assessment integrity, and credential records
Coordinate with accredited training sponsors, industrial partners, and site leaders to schedule courses, secure facilities, and deliver high-quality training experiences
Recruit, onboard, and coach instructors, evaluators, and proctors; facilitate Train-the-Trainer sessions and instructional quality reviews
Coordinates recruiting efforts with customer, educational institutions, and workforce partners
Understands and manages skills development grants

Qualification
Required
Bachelor's Degree in Human Resources, Communication or related field, or equivalent experience
5+ years in workforce development, craft training, or apprenticeship program management in construction/industrial sectors
Proven experience administering NCCER training, assessment, and performance verification; familiarity with NCCER Registry processes
Ability to effectively organize and manage multiple training initiatives simultaneously
Ability to identify grant funding opportunities
Writing, submitting, and managing grant proposals
Strong verbal and written communication skills
Attention to detail and organizational skills
Ability to manage multiple tasks simultaneously with high quality
Strong analytical and decision-making skills
Preferred
Bi-lingual in Spanish is a plus
NCCER Master Trainer certification preferred
Proficient with or the ability to quickly learn applicant-tracking software or other recruitment systems (Workday experience preferred)
