Project Controls Billing Coordinator & Lien Compliance Specialist

The Project Controls Billing Coordinator & Lien Compliance Specialist will manage job setups, prepare billings, ensure compliance with lien requirements, and maintain accurate project records to support the organization’s operations.

Responsibilities
Set up new jobs and sub-jobs in CMiC
Prepare, review, and submit monthly billings, including AIA progress billings
Coordinate closely with Project Management and customers on billing requirements
Research and resolve billing discrepancies and respond to customer inquiries
Support Project Management with budgets, billings, and CMiC-related needs
Send monthly and retainage notices through Levelset for lien tracking
Assist with job closeout documentation, including COIs, affidavits, and final waivers
Maintain accurate project records and legal documentation
Ensure compliance with bonds, OCIP/CCIP, and customer-specific requirements
Collect and manage conditional and unconditional lien waivers
Maintain organized project and lien files for audit and legal reference
Track statutory lien and notice deadlines by project and month
Prepare and send preliminary notices to owners, general contractors, and required parties
Prepare, file, and record:
Mechanic’s liens
Constitutional liens (when applicable)
Bond claims on bonded projects
Maintain detailed logs of notice dates, mailing methods, proof of delivery, filing dates, and deadlines
Research property ownership and project information for lien notices
Coordinate with attorneys or lien notice services as needed
Assist with lien releases upon receipt of payment
Ensure compliance with Texas Property Code and contract requirement
Qualification
Required
Proven experience in construction billing, collections, or accounting
Hands-on experience with AIA billing formats (G702/G703 or similar)
Working knowledge of Texas lien notice and lien filing requirements
Strong Excel skills and document management abilities
Experience working with financial and reporting systems
Excellent organizational, time-management, and multitasking skills
High attention to detail with strong problem-solving abilities
Clear written and verbal communication skills
Ability to handle confidential information professionally
