Responsibilities

Oversee and direct the development of proposal technical and management volumes
Lead the discovery of customer missions, challenges, and capabilities
Find gaps to recommend teaming, shaping, and potential strengths-based solutions as applicable
Develop and execute capture plans, manage cross-functional teams, and conduct market and competitive research
Build customer relationships and actively participate in the proposal development process from opportunity identification through contract award
Monitor post-award performance, ensure compliance, and manage the transition to project teams after contract award to ensure long-term customer satisfaction

Required

Demonstrated experience developing, solutioning, and writing winning proposals for new and re-compete business pursuits, capture activities, and proposal efforts
Experience leading BD and capture on a competitively awarded contract or task order greater than $50M in total contract value
Led and authored portions of the Technical and/or Management Volumes of proposals for the Federal Government
Knowledge of current technologies and capabilities employed in the Federal Government, sufficient enough to grasp the technical details from an SME and integrate the relevant aspects into a comprehensive solution
Able to identify strengths, weaknesses, and gaps when the technical solutions are discussed/ presented by different SME's/vendors
Knowledge or expertise in technologies and frameworks to include (but not limited to) Software Architecture, Cloud, Data Analytics, Cyber, and Intelligence
Knowledge of Defensive/Offensive Cyberspace Operations and the Risk Management Framework (RMF)
Experience in solutioning that include products, hardware, software engineering, and sustainment services
Experience working front-end solutioning with clients to include assessing needs from requirements (SOW, SOO, PWS, other draft material)
Good communication and relationship skills, determining pain points and key client needs, etc
Excellent oral and written communication skills with experience interacting/ presenting to executive/ senior management
Understanding of Navy organizations, especially (in priority order) NAVSEA, NIWC, NAVAIR
Experience with prime task order bids on Navy Seaport Multi-Award Contract, especially with NSWCs (i.e. Dahlgren, Crane, Philadelphia)
Bachelor's degree
10+ years' experience specifically in growth leading, developing, shaping, and writing solutions for large proposal efforts
Active DoD Secret
